In doing so, we are formalizing what is currently in practice, but has not been captured in the job description. Lindley is routinely appointed to act as City Manager in my absence, and is the department head I use as a sounding board for key issues. It makes sense in all organizations to have a clearly defined second in charge, something we have not had in the past. With the upcoming J-Ditch litigation on the horizon that will take me to Boise for four to six weeks this spring, it is important to have this position solidified at this time. There will be a small increase in salary associated with the additional duties, with Lindley moving from a level 14 to a level 15 on the kinds and levels chart. We will be able to fully fund the change within the current budget due to the position changes in the finance and clerk departments. Not only does this make sense from an organizational structure perspective, but also in recognition of the excellent work Lindley has done and continues to do on a daily basis.  RECOMMENDED ACTION: Endorse the City Manager’s change in the Community Development Director’s job description as described.
