SPECIAL MEETING OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM,
CALLED AT THE ORDER OF THE MAYOR, TO BE HELD ON WEDNESDAY, JULY
31, 1991 AT 8:00 A.M. IN THE TOWN HALL OF GULF STREAM, 100 SEA
ROAD, GULF STREAM, FLORIDA.

SHOULD ANY INTERESTED PARTY SEEK TO APPEAL ANY DECISION MADE BY THE
TOWN COMMISSION WITH RESPECT TO ANY MATTER CONSIDERED AT THIS MEETING,
SAID PARTY WILL NEED A RECORD OF THE PROCEEDINGS, AND FOR SUCH PURPOSE,
MAY NEED TO INSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE,
WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL

SPECIAL MEETING OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM,
FLORIDA, CALLED AT THE ORDER OF THE MAYOR, HELD IN THE TOWN HALL ON
WEDNESDAY, JULY 31, 1991 AT 8:00 A.M., 100 SEA ROAD, GULF STREAM, FL.
I. Call to Order Mayor Koch called the meeting to order at 8:00 A.M.

Absent: Kathleen S. Wallace Commissioner

III. Resignation of Town Manager Flannery
A letter of resignation from Franklin Flannery to the Town
Commissioners was read. Mr. Flannery advised that his last day of
employment would be September 2, 1991 and he requested that he
receive a lump sum payment on August 28, 1991 to cover the total
of 44 accrued sick and vacation time. Mr. Flannery thanked the
Commission for all of the cooperation he had been given and also
for the advise and counsel during his tenure. He stated that he
had grown to love the Town and will always be concerned about it's
welfare.
Mayor Koch stated he was sorry to see Mr. Flannery leave and congratulated
him on a job well done and his choice-of personnel.
Commissioner Armour moved that Mr. Flannery's resignation be accepted
with regret and that all benefits to which he is entitled be paid as
requested. The motion was seconded by Commissioner Stahl. Roll Call:
Comm. Armour; AYE, Comm. Cross; AYE, Comm. Stahl; AYE, and Mayor Koch;
AYE.
IV. Discussion of future Town operations.
Town Manager Flannery advised that he was concerned that there
be a smooth transition and suggested that the- Commission may want to
consider the qualifications of Scott Harrington for the Town Manager
position, pointing out that he now serves as the Town's Planner and
had prepared the current Comprehensive Plan. Mr. Flannery called
attention to Mr. Harrington's resume and added that his references
were excellent. Mr. Flannery pointed out that Mr. Harrington is
qualified to serve as both Town Manager and Planner, thus reducing
the staff by one part time position. The members of the Commission were
in agreement that they would prefer to fill the position with a
qualified individual without having the lengthy process of advertising
if possible. Commissioner Stahlfelt that Mr. Flannery's suggestion
is an interesting option and that each Commissioner should interview
Mr. Harrington in the near future.

Mayor Koch commented that Mr. Harrington appeared to be light on
management expreience. He advised that he had been contacted last
evening by two individuals asking how the Commission intended to fill
the vacancy and he had informed them that the Commission would discuss
that at this meeting. He added that there are a number of well
qualified people out of work at this time.
Commissioner Stahl suggested again that each Commissioner speak with
Scott Harrington and added that each Commissioner should also speak
with any other individuals who expressed interest in the position.
He reminded that the Commission has a regular meeting on August 16,
1991 at which action could be taken and that a special meeting could
also be called if necessary. He observed that some of the Commission
members will be away on vacation beginning near the end of August and
stated that he felt the position should be filled before Mr. Flannery
leaves if at all possible.
Commissioner Cross advised he had already spoken to Mr. Harrington
and was prepared to take action at this meeting as he was favorably
impressed. Commissioners Armour and Stahl stated they wanted a
chance to interview Mr. Harrington and any others that may be interested
Commissioner Armour asked Mr. Flannery if he was certain that the
Town Manager could also handle the part time building and zoning
position. Town Manager Flannery replied that Mr. Harrington could,
and possibly some others,but most likely not all Town Managers would
be qualifed in the area of planning and zoning.
Mayor Koch directed that appointments be arranged with the Commissioners
for Mr. Harrington and any others interested and that this be an
agenda item for the Regular Meeting, or if necessary, an agenda item
at a Special Meeting which he would call.
V. Adjournment
Mayor Koch adjourned the meeting at 8:30 A.M.
