Ocean Blvd., Gulf Stream, F1. which would be located approximately 30' from the front property line & approximately 40' from the North side property line at the address aforementioned. 2. Extension of the permit granted by special exception for the placement of a construction trailer at 3265 N. Ocean Blvd., Gulf Stream, F1. as requested by Tom Crocker. B. Variance 1. William Wallace, 1200 N. Ocean Blvd., Gulf Stream, F1. requesting a variance to permit the construction of a boat dock which would extend to the South property line, encroaching 36.25' into the side setback, at the address aforementioned. SPECIAL MEETING AND PUBLIC HEARING OF THE TOWN COMMISSION /BOARD OF ADJUSTMENT OF THE TOWN OF GULF STREAM, FLORIDA HELD IN THE TOWN HALL ON FRIDAY, AUGUST 16, 1991 AT 9:00 A.M., 100 SEA ROAD, GULF STREAM, FLORIDA. The meeting was called to order at 9:00 A.M. by Vice Mayor Alan Armour in the absence of Mayor Koch. II. Roll Call Present: Alan I. Armour James E. Cross (arrived late) Lawrence E. Stahl Kathleen S. PUBLIC HEARING A. Special Exception 1. Sam Caliendo, 95 S. Federal, Suite 102, Boca Raton, F1. Agent for Gerry Lepkanich requesting permission to place a construction trailer on the construction site at 3223 N. Ocean Blvd., Gulf Stream, F1. which would be located approximately 30' from the front property line & approximately 40' from the North side property line at the address aforementioned. Mrs. Orthwein, Chairman of the Architectrual Review and Planning Board, advised that that the Board had recommended granting the Special Exception as requested. Mr. Harrington, -Code Enforcement Officer advised that the front wall would be erected within 6 weeks which would screen the trailer from view. Commissioner Stahl questioned when the working drawings would be ready for permitting. He was advised by the Caliendo representative that they expected them within two weeks. Mr. Harrington stated that a permit has been issued for construction of the foundation and the wall. Commissioner Stahl moved that the request for a Special Exception to permit the installation of a construction trailer not to exceed 500 square feet in size be approved for the location requested. The motion was seconded by Commissioner Wallace. Roll Call: Comm. Wallace; AYE, Comm. Stahl; AYE, and Vice Mayor Armour, AYE. 2. Ocean Blvd., Gulf Stream, F1. requesting a variance to permit the construction of a boat dock which would extend to the South property line, encroaching 36.25' into the side setback, at the address aforementioned. Commissioner Kathleen Wallace declared a conflict of interest in that she resides at the address named as the location in the variance request. Joan Orthweinz, Chairman of the ARPB reported that the Board recommended that the variance be approved as requested since the canal configuration and location is unique to any other in the Town and since the owner of the adjacent property, the only one impacted, had declared in writing that he has no objection. Mr. Wallace advised that he is requesting a dock of 7 feet in width due to the fact that the canal is a dead end and there is a considerable amount of accumulation of .sand making it too shallow to dock a boat any closer to the seawall than 7 feet. Commissioner Stahl moved that the variance be granted as requested and recommended by the ARPB. The motion was seconded by Commissioner Cross. Roll Call: Comm. Cross; AYE, Comm. Stahl; AYE, and Vice Mayor Armour; AYE. IV. Site Plan Review A. Sam Caliendo, Agent for Gerry and Mary Lepkanich - Placement of a construction trailer at 3223 N. Ocean Blvd., Gulf Stream, F1. Commissioner Stahl moved and Commissioner Wallace seconded that the site plan for the placement of the construction trailer be approved as requested inasmuch as the ARPB had so recommended. Roll Call: Comm. Wallace; AYE, Comm. Cross; AYE, Comm. Stahl; AYE, and Vice Mayor Armour; AYE. B. William Wallace, 1200 N. Ocean Blvd., Gulf Stream, F1.- Construction of a 7' wide boat dock at the address afore- mentioned. Mrs. Orthwein reported that the ARPB recommended that the site plan be approved as requested. Commissioner Stahl moved that the site plan be approved as requested and recommended by the ARPB, seconded by Commissioner Cross. Roll Call: Comm.Cross; AYE, Comm. Stahl; AYE, and Vice Mayor Armour; AYE. Commissioner Wallace had once again declared a conflict of interest in this matter as explained previously. \ V.
