Thank you for your inquiry
to BDPA about conducting a salary survey to update the City of McCall’s compensation plan. We propose using most of the same benchmark positions (assuming you may want to amend the list
slightly). As in 2002, a detailed description of each benchmark job will be included in the survey document. BDPA will also add questions about cost of living factors such as housing,
food, and transportation and we will conduct some research about each participating employer’s locale to obtain available cost of living data. The benchmark positions used in 2002 included
the following:

BDPA will work with you to review and select the employers who will be asked to participate
in the survey process. In 2002, the following entities were surveyed (those highlighted responded):
City of Boise Valley County
City of Cascade State of Idaho
City of Eagle U.S.
Forest Service
City of Emmett Idaho Power
City of Ketchum Masco Trucking
City of Kuna United Water
City of Lewiston Payette Lakes Water & Sewer Dist.
City of Moscow City
of Sandpoint
City of Nampa City of Whitefish, MT City of New Meadows
Once the salary information is collected and thoroughly analyzed for appropriate job matches, completeness and accuracy, we will tabulate the data in a consistent and uniform manner
showing pre-determined factors such as minimum and maximum, as well as an “actual average salary” paid to current incumbents. The salary survey report will show simple averages for
all data compiled.
BDPA will compile and analyze benefit practices of survey participants, including health, dental, vision, disability, life, vacation, sick leave and retirement benefits.
The data will be compiled to display a total compensation value for benchmark positions.
BDPA will use all survey results to identify general wage trends of survey participants and
local economic conditions to gain a realistic picture of market rates, including base wages and total compensation, for the City as a whole.
We believe this project can be completed
through phone and e-mail contacts with you and have therefore reduced travel and meeting times. BDPA will apply its same hourly rate ($65) for this project that was in effect in 2002,
as detailed in the following table.

trip to the City. Mileage is estimated at 225 driving miles per round trip from Boise, at 37.5 cents per mile per the 2004 IRS rate. Additional trips would be invoiced accordingly.

Related expenses include overhead, printing, phone, and consumable supplies.
