The Council of Bal Harbour Village met Monday, April 14, 1969
at 10:00 A.M. in the Village hall for the purpose of inducting
the new members into office.
Present were: Messrs. Beatty, Printup, Taplin and White
Absent: Mr. Hart
Also present were W. H. Webb, Village Manager; Fred W. :Maley,
Acting Village Manager; Mary T. Wetterer, Village Clerk; and
Councilman -elect Clement J. Villeneuve.
Miss Wetterer reported that at the election held April 1,
1969 votes were cast in person or by absentee ballot by 182 of
the 388 registered voters, being a 47% turnout. The results were
certified by herself and Election Clerks Mabel B. Exley and
:Margaret ?.,ill and were as follows: District #3, Clement J. Vill-
enue, 75; District #4, Fred Faulkner, 60 - Hale Printuup, 116;
District #5, John F. Beatty, 80. Thereby Mr. Beatty and Mr.
Printup will serve for four years and Mr. Villeneuve fob two
years.
It was moved by Mr. Beatty, seconded by Mr. Printup, and
unanimously voted that the old Council be adjourned and the
Councilman -elect be installed.
The oath of office was taken by Councilmen -elect Beatty,
Printup and Villeneuve administered by the Village Clerk.
It was moved by Mr. Printup, seconded by Mr. Beatty and
unanimously voted that Mr. White be appointed temporary chairman
of the meeting.
Mr. White called for nominations for the office of Mayor.
It was moved by Mr. Taplin.,.. seconded by Mr. Printup, that Mr.
Printup be appointed Mayor. The motion was defeated by Messrs.
Beatty, Villeneuve and White voting, "No"; Messrs. Printup and
Taplin, "Yes". Mr. Villeneuve moved that Mr. Beatty be appointed
Mayor. The motion was seconded by Mr. White and carried by Messrs.
Beatty, Villeneuve and White voting "Yes"; Messrs. Printup acid
Taplin, "No". Mr. Beatty was then sworn in as Mayor by the
Village Clerk.
The Mayor called for nominations for _Assistant Mayor. It was
moved by Mr. Taplin, seconded by Mr. White, and unanimously voted
that Air. Printup be appointed Assistant Mayor. Mr. Printup was
then sworn in as Assistant Mayor by the Village Clerk.
It was moved by Mr. Printup, seconded by Mr. Taplin and
unanimously voted that regular meetings of the Village Council be
held on the second and last Saturdays of the month, except where
otherwise provided by ordinance at 9:30 A.M. The members then
set the next meeting of the Council for May 10, 1969.

Mr. Maley brought the members up to date on the status
of the traffic lights at harbour Way and Collins Avenue which
he said would be reinstalled by the end of this week. He
said that the master plan for Collins Avenue would be com-
pleted by Edward D. Stone, Jr. and Associates by the end of
May and that the State Road Department plans for Collins
Avenue would be advertised the last two weeks in May and
construction would start approximately thirty days thereafter.
The work should tak approximately three months.
Mr. Beatty informed the members of the dinner for the
Dade County Association of Chiefs of Police which we will co-
host on April 15th.
There bMing no further business on motion of Mr. Printup,
seconded by Mr. Taplin, and unanimously voted the meeting
was adjourned at 10:20 A.M.

The Council of Bel Harbour village met Saturday, May 10, 1969 at
9:30 A. M. in the Village Hall. * ..
Present were: Messrs. Beatty, Printup, Taplin, Villeneuve and White.
Also present were W. H. Webb, Village Manager; Fred Maley, Acting
Village Manager; Mary T. Wetterer, Village Clerk; and Thomas H. Anderson,
Village Attorney.
On motion of Mr. Printup, seconded by Mr. Villeneuve, the minutes of
the previous meeting of March 29, 1969 and April 14, 1969 mare approved
as submitted.
Mr. Clarence W. Marquardt and his attorney, Mr. W. Sanders Gramling,
appeared before the Council regarding a petition filed to permit construction
of 48 apartment units on Lot 1 Block BA, Resub. of Lot 21, Block 12 & Tract F
of Res. Sec. of Bal Harbour, now limited to 24 units. After discussion it
was the consensus of opinion of the Council that they would be willing to
allow up to 36 apartment units, but would want to see tentative plans for
development of the lot first.
