HomeMy Public PortalAbout20110110 work sessionCITY COUNCIL WORK SESSION, JANUARY 10, 2011 1 CALL TO ORDER The City Council Work Session of January 10, 2011, was convened at 5:38 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present for the roll call: Present: Griffith, Koon, Medin, Penfold, Pope, Scrivner, Struemph, and Weber Absent: Carroll and Harvey A quorum was declared present. DISCUSSION OF AGENDA ITEMS (a) Storm Water Issues City Engineer Matt Morasch made a presentation on storm water issues, followed by discussion. Mayor John Landwehr asked City Administrator Steve Rasmussen to get with staff and decide what needs to happen next in this process. Councilman Jim Penfold stated he thinks it should come through the Public Works & Planning Committee between now and sometime in March. (b) Old Town Issue Assistant to the City Administrator Melva Fast made introductory remarks then turned the podium over to Councilman Ron Medin who made a ten -topic presentation regarding the Old Town issue. Different persons were present to assist Councilman Medin with the various topics. The topics discussed, but not limited to, the following: 1. Melva Fast assisted in the topic of second tier living (loft apartments) opportunities in the Old Town business district. 2. Mr. Jim Crabtree, Environmental Quality Commission, participated on the topic of communication. 3. Mr. Mark Mehmert, Chamber of Commerce, assisted with topics #5 (Tax Increment Financing - TIF- within Old Town), #6 (Land Assemblage), and #7 (Festival District) 4. City Planner Janice McMillan assisted with topic #10 (Southside Redevelopment Plan) Following the presentation, Mayor John Landwehr made the following comments and CITY COUNCIL WORK SESSION, JANUARY 10, 2011 2 suggestions: 1. He asked staff if the item pertaining to loft apartments needed an ordinance at this point. 2. He also asked staff to prepare options regarding the adaptive re -use and send it to the Administration Committee. 3. Regarding the TIF issue, Mayor Landwehr stated City Administrator Steve Rasmussen needs to get recommendations to see how the City needs to look at it and report back in 30 days. 4. The issue of festival districts should be sent before the Public Safety Committee, and the assemblage building should be discussed by the Administration Committee. 5. The Mayor asked staff to look into the parking and what economic impact of using approximately thirty spaces for loft parking would have. 6. Regarding the Southside Redevelopment Plan, Planning and Zoning is ready to take it up. 7. City Counselor Nathan Nickolaus was asked to make some calls to see if someone could develop a condominium prototype. 8. Staff was asked to make this presentation available on the City's website.
