HomeMy Public PortalAboutAB 04-15 attch - pac charter Mission Statement McCall Police Advisory Committee Charter Purpose: The McCall Police Advisory Committee shall act as an advocate for the community and the police department. The committee shall listen to the needs and concerns of the citizens and police officers to make recommendations to the City Council that will enhance the work and operation of the police department and address concerns of the community. Duties: The committee shall: 1. Open the first part of every meeting to public comment and concerns, review those concerns and make recommendations when appropriate to the Police Department and City Council. 2. Serve as an advocate to the community by listening to concerns, complaints and positive suggestions and bringing them to the Chief of Police. 3. Serve as an advocate for the Police Department staff by bringing any concerns to the Chief of Police, City Manager and/or City Council. 4. Review prior to Council consideration the Police Department’s budget and provide input to the Police Department and City Council. 5. Review and make recommendations on proposed changes to Police Department policies.. 6. Provide at least one member from the Committee who may sit in on the Department’s promotional board and hiring board (if one is held) and make recommendations. 7. C onduct any other research or review as assigned by the Chief of Police, City Manager or City Council. Staff: The Police Department senior officers will serve as the staff to this committee. They will prepare committee minutes and have those minutes signed and entered in the City Council agenda in a timely fashion. Only following City Council action, will the City Manager authorize implementation of committee recommendations. Staff shall assume responsibility for notifications and reminders of meetings, and assist the committee by undertaking research, providing information, and corresponding as necessary to develop the best possible recommendations for the City. Meetings Times and Places: The committee shall meet in a regular fashion on a specified day, time, and place. Such day, time and place shall be recorded on the City calendar and otherwise published. Conduct of Meeting: All meetings shall be open to the public and shall not be held in any place to which the public is denied access. Officers and Duties of Officers: The committee shall elect among themselves in November of each year, a Chairman and Vice Chairman. Terms of Office: The committee shall consist of ten (10) members, and student(s) advisors who will participate fully in the meetings. If a Committee recommendation requires changes in policy or procedures, the recommendation shall be presented to the appropriate level for approval prior to implementation.Appointments to the committee shall be agreed upon by the committee by regular action and approved by the City Council and removed in the same manner.
