Ms. Deetz called the meeting to order at 6:00 p.m.

Adoption of Agenda
Ms. Patterson moved and Mr. Wheat seconded to adopt the agenda as printed. The motion
passed unanimously.
Approval of Regular Meeting Minutes
Mr. Wheat moved and Ms. Patterson seconded to approve the minutes from the September 14,
2021, Regular Meeting as written. The motion passed unanimously.
Communications Received
a. National Register Nomination
• Frank Miller District
Ms. Reinkemeyer explained that this is the second draft of the Frank Miller Green Berry Road
Historic District. Since the City of Jefferson is a Certified Local Government, we have the option to
provide comments on the Nomination. The Nomination fits under Criterion C which states that the
Property embodies the distinctive characteristics of a type, period, or method of construction or
represents the work of a master, or possesses high artistic values, or represents a significant and
distinguishable entity whose components lack individual distinction.

Mr. Wheat moved and Ms. Jones seconded to recommend that the property falls into Criterion C,
retains authentic historic character and integrity from its period of significance, and is eligible for the
National Register. The motion passed unanimously.
New Business
a. Election of Officers
Ms. Deetz and Mr. Wheat stated that they will remain Chairman and Vice Chairman, respectively.
Mr. Berendzen moved and Ms. Patterson seconded to approve the slate by acclamation. The motion
passed unanimously.
b. Adoption of 2022 Calendar
Ms. Patterson moved and Mr. Berendzen seconded to adopt the 2022 meeting calendar. The motion
passed unanimously.
c. Historic Preservation Projects: Review Proposals
Ms. Reinkemeyer explained that the City sent out a Request for Proposals for the survey of the
Historic W. Main Street, Historic East Resurvey and the Historic Context Study. The City's budget for the
Historic W. Main Street and Historic East Resurvey is $23,000. The budget for the Historic Context Study
is $50,000. David Taylor did not bid on the Historic Context Study, but did bid on the two historic
surveys. The selection committee decided to recommend David Taylor for the two surveys and Owen
and Eastlake for the Historic Context Study.
Ms. Patterson moved and Mr. Berendzen seconded to accept the recommendations for the
Consultants for the Historic W. Main and East Side Surveys and the Historic Context Study. The motion
passed unanimously.
Other Business
a. Historic Preservation Code Revision Committee Update
Ms. Reinkemeyer stated that the Historic Preservation Code Revision Committee did not meet in
December. The next meeting is scheduled for January 6, 2022. Ms. Vanessa Adams -Harris with the John
Hope Franklin Center in Tulsa, OK, will be the guest speaker.
b. Preservation Month — May 2022
Ms. Deetz encourage Commission members to think about activities for Historic Preservation
Month. She stated that fans were made for a past Historic Preservation Conference.

Mr. Wheat moved and Mr. Berendzen seconded to adjourn the meeting at 6:50 p.m. The motion
passed unanimously.
