The Park Commission of Medina, Minnesota met in regular session on November 19, 2008 at
7:00 p.m. in the Medina City Hall. Park Commission Vice -Chair Ben Benson presided.

3) Approval of the Minutes
• October 15, 2008 Regular Meeting
A motion was made by Madeleine Linck and seconded by Beth Nielsen to approve the
minutes, correcting one grammatical change. Motion passed unanimously.
4) Public Comments (on items not on the agenda): None
5) Park & Recreation Subcommittee Report
A. Recreational Field Usage Policy
Kim Ann presented to the Park Commission the Recreational Field Usage Policy's final
draft. It was reviewed in detail by the Park Commission and a number of changes were
made.
Language was added to clarify the prioritization section, stating, "Applicants that want to
be given priority on field reservations must submit their application before March 31st„
Field reservations only need to be made five business days in advance to be guaranteed
instead of 14 business days.
It was suggested to change Public Works Department to City Designee throughout the
document.
Discussion occurred whether youth organizations should have 25% or 30% Medina
Residents to receive prioritization. The final decision was 30% of the roster must be
Medina residents to be categorized as a `B" priority group. Also discussed was the
requirement to fulfill a city service duty if they cannot meet the 30% quota but wish to
obtain the `B" priority. The reasoning with this requirement was that the City of Medina
does not currently have a city league that has 30% or more of their roster being residents
of Medina. Commissioner Lecy points out that the dynamics of children wanting to play

on the same team that their friends from school are on, which causes the roster to be
lower than the 30% quota.
A number of changes were made to the language in the section referring to defining fees
versus deposits. Damage deposit was changed to security deposit. The Commission
addressed redefining the refunds and cancellations language within the reservation fee
and security deposit sections to reduce confusion. The charge of administration fees was
also redefined.
The section on field maintenance and policies was deleted and replaced with a section on
applicant responsibilities.
MN Statute Chapter 325 S.F. No. 2876 was added as a reference to the rules on leashed
pets.
A motion was made by Beth Nielsen and seconded by Peter Lecy to recommend approval
of the Recreational Field Usage Policy to the Medina City Council. Motion passed
unanimously.
The Park Commission reviewed the reservation application for permitted field usage. It
was recommend to receive legal advice on the applicant's signature clause.
B. Recreational Field Usage Fee Schedule
The prioritization chart will need to be updated to match the updated Field Usage Policy.
The words "Damage and Clean-up Deposit" were changed to "Security Deposit".
A $25 administration processing fee was also added for cancelled events.
A motion was made by Beth Nielsen and seconded by Brian Kingsley to recommend
approval of the Recreational Field Usage Fee Schedule to the Medina City Council.
Motion passed unanimously.
C. Timeline for the 2009 Field House Project
The timeline was reviewed and no changes were made.
A motion was made by Madeleine Linck and seconded by Brian Kingsley to recommend
approval of the Timeline for the 2009 Field House Project to the Medina City Council.
Motion passed unanimously.
6) Review of Park & Recreational Facilities Ordinance, Section 515
The Park Commission reviewed in detail the Park and Recreational Facilities Ordinance.
A number of changes were recommended.

The language referring to approval from the Chief of Police should be changed to City
Designee throughout the document.
The hours for all the parks should be changed from opening at 8 a.m. to opening at
Sunrise and closing at 10 p.m. Discussion occurred relating to 8 a.m. being too late for
morning walkers/runners to use the trails in various parks.
Section 515.07 Subd. 1 (b) relating to organized events needs to be revisited. There was
question on what the words "detrimental effect" meant. Carolyn Smith suggested
checking the nuisance ordinance for updated language.
The Park Commission questioned what regulations the City should have posted on the
signs in the Parks.
Section 515.09 Subd. 8 (m) relating to starting fires in the park will need to be revisited.
The Park Commission requested that the ordinance be updated with track changes and
brought back to the December 17th Park Commission meeting.
7) Staff Report
a) General Updates: Scherer stated that the trail has been completed at Rain Water
Nature Area. Gallup stated that the Council is continuing to move forward with
creating a new City Logo by hiring graphic design artist Lori Dalrymple.
8) Adjourn
A motion was made by Beth Nielsen, seconded by Madeleine Linck and passed
unanimously, to adjourn the meeting.
The meeting was adjourned at 10:00 p.m.
