W H E RE A S , on Ja nuary 19 , 2022, the M iam i-D ade C ou nty B oard of C ounty C omm issioners adopted R esolution R -75-22 directin g the C ounty M ayor or C ounty M ayor's designee, w ithin 60 days aft er the effective date of the resolution, to develop a plan to prioritize th e replacem ent of the B ear C ut B ridge, incl u din g the use of all available fe dera l infr astru ctur e fu n ds fo r the replacem ent of B ear C ut B ridge; and WHEREAS, on Febru ary 8, 2022, the V ill age C ouncil adopted a M otion directing, in part , th e V ill age staff to begin w orking w ith key stakeh olders and the public to develop a scope of w ork to p otentially contra ct w ith a plann ing & design pro fe ssional to create a R ickenbacker C ausew ay con cept that port ra ys the V ill age's interests and fa cilitates coordination and fu rt her engagem ent w ith M iam i-D ade C ou nty and other potential coll abora tors; and WHEREAS, on Febru ary 22, 2022, the V ill age held a R ickenbacker C ausew ay C omm unity M eeting fo r the public to give input and share ideas to help develop the scope of w ork fo r the design concept; and WHEREAS, the V ill age C ouncil desires to authorize the V ill age M anager to engage p lann ing and design pro fe ssional(s) fr om the V ill age's continuin g pro fe ssion al services pro viders list to develop a concept plan fo r the R ickenback er C ausew ay, incl u din g the B ear C ut B ridge, con sistent w ith the scope of services attached hereto as E xhibit "A " and the continuing services agreem ent previou sly executed in an am ount not to exceed $17 5,000; and W H E RE A S, the Village Council finds that this Resolution is in the best interest and welfare of the residents of the Village. That each of the above-stated recitals are hereby adopted, confirmed, and incorporated herein. Section 2. A uthorization. That the Village Manager is hereby authorized to issue a work order to engage planning and design professional(s) from the Village's continuing professional services providers list to develop a concept plan for the Rickenbacker Causeway, including the Bear Cut Bridge, consistent with the scope of services attached hereto as Exhibit "A" and the continuing services agreement previously executed in an amount not to exceed $175,000. The Village Manager shall notify the Village Council prior to the execution of a work order implementing the intent and purpose of this Resolution. Sect ion 3. adoption. E ffect ive D ate. This concept plan, both visual and written, will serve as a basis to inform, inspire and facilitate coordination and further engagement with Miami-Dade County and other potential collaborators. 1.2 Project Location The project begins at the edge of the mainland within the City of Miami, includes the causeway over Hobie Island Beach Park, the William M. Powell Bridge over the intracoastal waterway, (including the fishing piers), the roadway through Virginia Key, and the Bear Cut bridge and bridge landing on Key Biscayne past the Crandon Marina. Additional required expertise: Roadway and bridge engineer to confirm feasibility of all designs and identify dimensional requirements for roadway and bridge elements. Economic and management analysis expertise required to create governance, operating and financial framework. Public engagement expertise to consolidate comments of previous proposals and capture new stakeholder comments on concept plan. 3.2 Required Qualifications Project team must include a registered architect or landscape architect as well as a licensed civil engineer with expertise in roadway design. 4.1 Estimated of Cost of Work Estimated hours:800 (40/week) 4.2 Negotiated Fees Est.avg. rate: $200 Est.
