ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Hensley, Kemna, Lester, Spencer, Spicer, Vogt*, Ward, and Wiseman Absent: Schreiber A quorum was present. *Participated via Web-Ex. ADOPTION OF THE AGENDA A motion was made by Councilmember Ward and seconded by Councilmember Lester to adopt the agenda. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin read a pandemic update provided by Kristi Campbell, Director of the Cole Counter Health Department. More information can be found at colehealth.org. PUBLIC HEARINGS a. Amending Chapter 3 (Advertising and Signs), Article II (Murals) Pertaining to Murals and Mural Permit Processing i. Associated Pending Bill 2021-075 (Lester) Staff: Sonny Sanders. A Staff presentation was made by Sonny Sanders, Director of Planning & Protective Services. There being no one to speak on the bill, Mayor Tergin declared the evidentiary portion of the public hearing concluded. 2021-075 sponsored by Councilmember Lester, entitled AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 3, ARTICLE III, OF THE CITY CODE OF THE CITY OF JEFFERSON PERTAINING TO MURALS AND MURALS PERMIT PROCESSING. Motion #1: Councilmember Fitzwater motioned and Councilmember Spicer seconded the motion to amend the bill by keeping the language in Sec. 3 -35 A.(2.) No mural shall be located closer than 500 feet to any other mural. The motion passed unanimously by voice vote. Motion #2: After discussion between Staff and City Councilmembers regarding the bill, mural code enforcement, and current approved and nonapproved murals in the 2 REGULAR COUNCIL MEETING, JANUARY 18, 2022 City, Councilmember Spencer motioned and Councilmember Spicer seconded the motion to refer bill 2021-075 to the Public Works and Planning Committee. The motion passed by the following roll-call vote. Minutes of the City Council Meetings: January 3 Councilmember Ward motioned and Councilmember Kemna seconded the motion to approve the above item on the Consent Agenda. The motion passed unanimously. Councilmember Wiseman motioned to adopt substitute RS2021-23. Councilmember Fitzwater seconded the motion. The motion passed by the following roll-call vote: Aye: Fitzwater, Hensley, Kemna, Lester, Spencer, Spicer, Vogt, Ward, and Wiseman Nay: None Absent: Schreiber 5 REGULAR COUNCIL MEETING, JANUARY 18, 2022 RS2021-25 sponsored by Councilmember Schreiber A RESOLUTION APPROVING A MEMORANDUM OF AGREEMENT BETWEEN THE MID-MISSOURI REGIONAL PLANNING COMMISSION, COLE COUNTY, AND THE CITY Mr. Moehlman presented the resolution. Cole County EMS Chief Eric Hoy and Cole County Commissioner Harry Otto spoke in favor of the resolution. Commissioner Otto informed City Council that the contract was approved earlier in the day at the Cole County Commission meeting. Councilmember Spencer motioned to adopt RS2021-25. Councilmember Spicer seconded the motion. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS a. 101 Jackson Street – Transformational Housing Mr. Moehlman presented the amended proposal from Transformational Housing to the Housing Authority. Michelle Wessler, Executive Director of the Housing Authority, and John Blosser with Transformational Housing answered City Councilmembers’ questions. Councilmember Lester motioned and Councilmember Ward seconded the motion to waive the 30-day City Council objection period and approve the amended proposal. The motion passed by the following roll-call vote: Aye: Hensley, Kemna, Lester, Vogt, Ward, and Wiseman Nay: Fitzwater, Spencer, and Spicer Absent: Schreiber b. Councilmember Spencer asked for Mayor Tergin to update the City Council on the process of the recent brick removals from the Bicentennial Bridge. Mayor Tergin provided the update. There was discussion between Mayor Tergin and City Councilmembers. c. Councilmember Spencer asked for a follow up f rom the Parks Commission on the City Council’s recommendation to have all City Departments treated the same in relation to 6 REGULAR COUNCIL MEETING, JANUARY 18, 2022 merit raises. The most recent City Council approved budget did not include merit raises. Mayor Tergin indicated that she had provided Parks Commissioner Chris Leukel with the City Council’s recommendation, and she asked him to review the recorded City Council meeting. There has not been a formal written reply from the Parks Commission. JC Parks Director Todd Spalding indicated that he would ask Commissioner Leukel if he would be providing a response. CLOSED SESSION There was no closed session held at this time. UNFINISHED BUSINESS There was no unfinished business at this time. ADJOURNMENT A motion to adjourn was made by Councilmember Wiseman, seconded by Councilmember Kemna, and approved unanimously at 8:04 P.M.
