SHOULD ANY INTERESTED PARTY SEEK TO APPEAL ANY DECISION MADE BY THE TOWN COMMISSION WITH RESPECT TO ANY MATTER CONSIDERED AT THIS MEETING, SAID PARTY WILL NEED A RECORD OF THE PROCEEDINGS, AND FOR SUCH PURPOSE, MAY NEED TO INSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED. 286.0105, F.S.S. C_ SPECIAL MEETING HELD BY THE TOWN COMMISSION OF THE TOWN OF GULF STREAM ON WEDNESDAY, FEBRUARY 16, 1994 AT 9:00 A.M. IN THE COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. Call to Order. Mayor Koch called the meeting to order at 9:00 A.M. II. Pledge of Allegiance. Vice Mayor Armour led the Pledge of Allegiance. III. Roll Call. Present and William F. Koch, Jr. Mayor Participating: Alan I. Armour Vice Mayor James E. Cross Commissioner A Curtis True Commissioner Kathleen S. Wallace Commissioner Also Present and E. Scott Harrington Town Manager participating: Rita L. Taylor Town Clerk IV. Selection of Zoning Code Task Force. Mayor Koch announced that there have been 6 residents vho have made application to the 3 at -large seats on the task force. He called attention to the ranking sheet that lists all six names and explained that each Commissioner must place a number from one to six beside each name with number one to be the first choice and number 6 to be the last choice. The Mayor pointed out that there is also a ranking sheet for the members of the ARPB and one for the Town Commission, each of which will be considered following the selection of the 3 at -large members. Mayor Koch then asked if this procedure was acceptable to each member of the Commis- sion. There were no suggestions to do otherwise. Mayor Koch then opened for nominations for the 3 at -large members. Commissioner Wallace placed in nomination all six applicants as follows: Muriel Anderson, Fred Devitt III, Perry O'Neal, Grant Williams, Howard Wilson and Sara Winston. Sara Winston was seated on the first round of ranking, Fred Devitt, III was seated on the second round of ranking, and Howard Wilson was seated on the third round of ranking. Mayor Koch then asked for nominations to fill one seat from the membership of the Architectural Review and Planning Board. Commissioner Wallace stated that she was aware that at least one member of that board did not want to serve on the task force. Discussion was then held and it was decided to remove the names of those who should not be considered. Comm.. Wallace reported that Susanna Souder had indicated she would not be available during the summer and did not care to serve. Mr. Lynch, speaking from the audience, stated he also would be unavailable during the summer and did not care to serve. It was pointed out that Mr. Ogren, the architect on the ARPB, was not a resident in the town and as such should not be considered for the task force. Mayor Koch observed that there are now 4 members, Joan Orthwein, Donald McGraw, Jr., Betsy S. Hvide, and Robert Hopkins, II, who may be considered for one seat on the task force. The Mayor then opened for nominations. Commissioner Armour nominated all four persons previously listed. A tally of the ranking sheets by the Town Manager and Town Clerk revealed that Joan Orthwein had been selected as the representative on the task force from the ARPB. Special Meeting -Town Commission February 16, 1994 page 2 Mayor Koch opened for nominations of members from the Town Commission to fill the final seat on the Task Force. Commissioner Cross nominated Commissioner Armour. There were no other nominations and Mayor Koch declared Commissioner Armour to be the representative from the Commission to serve on the Task Force. The Commission expressed their intention to be present for the first meeting of the Zoning Code Task Force. Commissioner Wallace thanked those who made application to serve on the Task Force. With regard to scheduling the first meeting of the Zoning Code Task Force, Town Manager Harrington suggested the date of February 23, 1994 at 9 A.M. All Commissioners were agreeable to this, provided the members of the Task Force would be able to attend. V. Confirmation of April, 1994 meeting date. Commissioner Cross advised that he would be unable to attend the April 8th meeting. All other Commissioners confirmed that they would be present. The regular meeting date of May 13, 1994 at 9 A.M. was confirmed by four Commissioners with Commissioner Armour advising he will be out of the country for the month of May, 1994. VI. Adjournment.
