IV. Administer Oath of Office to Zoning Code Task Force Members.
The Town Clerk administered the Oath of Office and distributed
Financial Disclosure Forms and a booklet from the Florida Commission on
Ethics.
V. Direction from the Town Commission RE: Scope & Purpose of the
Task Force. Mayor Koch called attention to a memo from the Town
Manager in which Mr. Harrington referred to a previous memo from Mayor
Koch that suggested the following be undertaken: 1) Improve the
architectural review standards so that they are more descriptive of
desired and inappropriate design elements. 2) Improve the relationship
of the architectural review standards to the numeric district standards
such as setbacks and Lot Coverage. 3) Improve the numeric zoning
standards to better accommodate remodeling and renovations. The Mayor
then asked Mr. Harrington to review the contents of his memo. Mr.
Harrington explained that while it is not possible at this time to develop
a specific list of problem areas of the code, it is possible to provide
Cthe Task Force with some criteria by which to evaluate the code. He
believed this should be the Task Force's overriding mission -to evaluate
the code and to 'pursue l alternatives tocorrect the problem areas. He then
listed the following criteria that the Task Force can use when evaluating
the architectural review and other development standards in the code:
1) Are they consistent with the community's defined character? 2) Do
they accurately articulate the community's character? 3) Do they meet
the Town's objectives in having a code? 4) Are they understandable to
all users of the code including prospective homeowners, professional
designers, existing homeowners, the ARPB, the Commission, and staff?
5) Are they objective and can they be fairly interpreted and enforced?
6) Are they fairly interpreted and enforced? 7) Do they provide an
acceptable level of certainty to all parties regarding the outcome of any
one project? 8)_.-Are-they consistent with other requirements and

standards elsewhere in the code? 9) Are there better means by which
to accomplish our objectives?
Mayor Koch believed that the architecture of a building should be consistent
in all respects in that different styles of architecture should not be
mixed on a building, and that the code should give this direction to
prospective builders.
CCommissioner Wallace believed that the Task Force should look at the
architectural review process as it now exists, expecially the composition
of the board with regard to the need for alternate members. She explained
that some of the board members feel the board lacks consistency with
the composition changing from meeting to meeting. She further asked that
they determine if an architect is needed as a member of the board or if
it would be better to have one in an advisory roll rather than a voting
member.
Commissioner Armour suggested that perhaps a budget for the Task Force
should be established so they would be aware of what they could spend.
Mr. Harrington believed it was too soon to do this as the Task Force
should have time to analyze some of the code in order to make a determination
as to what type of assistance they will need.
Mr. Wilson believed the Commission should define the scope of the project
before funding is provided.
Commissioner Wallace pointed out that this project is one that has been
put off for a number of years. She believes that protecting the character
of the town is a high priority of the property owners and that it is time
to become proactive rather than reactive as in the past. In view of this,
she felt!:this was not the time to cut costs but to spend whatever is
necessary to properly correct the inadequacy of the code.
VI. Adjournment
Mayor Koch adjourned the meeting at 9:15 A.M. on a motion to do so
made by Commissioner Wallace which was seconded by Commissioner Armour
with all voting in the affirmative.

of the Town of Gulf Stream will hold a Public Hearing on Wednesday,
March 23. 1994 at 9:00 A.M. and the Town Commission, sitting as the Board

The subject variance is part of a revised site plan review application
which includes the addition of an exterior stair for access to the
second floor guest suites on the south side of the structure under
construction at the aforementioned address.

NOTICE IS HEREBY GIVEN that the Architectural Review and Planning Board
of the Town of Gulf Stream will hold a meeting on Wednesday, March 23,
1994 at 9:00 A.M. and the Town Commission will hold a meeting on Friday,
CApril 8, 1994 at 9:00 A.M., both in the Commission Chambers at the Town
Hall, 100 Sea Road, Gulf Stream, Florida, at which the following will be
considered:
An application submitted by Daniel H. Carter Landscape Architect
Inc., P. 0. Box 1315, Delray Beach, Fl. 33444, as agent for Mr.
& Mrs. Robert.Dockerty, 3000 N. Ocean Blvd., Gulf Stream, Fl.,
for an AlA Vegetative Disturbance Permit to permit the removal,
replacement and addition of landscaping materials,and the relocation
of portions of the existing driveway within the AlA Historic
