Call to Order. The meeting was called to order by Howard Wilson,
Chairman of the Zoning Code Task Force.

Mr. Skokowski presented a number of mounted photos showing the
various designs of existing structures in Gulf Stream and a map
of the Town showing the various proposed design districts.
Mr. Skokowski reported that more than 300 photos have been taken as well
as several video tapes made showing not only the structures but landscaping
and streetscapes as well. He stated that the purpose of the meeting is
to make everyone aware as to what direction the project is taking so that
input could be received at this time for consideration during the preparation
of the Design Guidelines as opposed to completing the Guidelines and
then receiving input which could possibly dictate extensive changes in
the work Droduct. He stressed that what is being proposed is not final
and all input is welcomed. Mr. Skokowski stated that in preparing the
Design Guidelines, it will be necessary to determine the level of detail
that the Town wants to include. He advised that there would be standards
for site development which will include setback provisions and all of the
other types of provisions that are now included in the Zoning Code. He
pointed out that the Design Guidelines will be set out in a separate
document which will include detail of the type of development the Town
would like to see, and some of the type that is considered to be not in
keeping with the character of the Town. He stated that this is the area
where a level of detail must be decided. As an example, very extensive
guidelines would include controlling color. A lesseiievel would be to
address color families, or shades such as pastels. An even lesser level
would be to not address color at all.

Mr. Skokowski then listed the prohibitions that have been compiled thru
his research of Town Records and input from the Zoning Code Task Force
as follows: 1) Floor to ceiling windows. 2) Perineter walls in certain
areas. 3) Flat roofs. 4) Glass Block in the front of buildings. 5)
Bright colors and shiny textured roofs. 6) Carports. 7) Facades of
brick and /or stone. 8) Large portecocheres. 9) High arches and
elaborate entrances. He encouraged those present to contact him if they
had any input with regard to this or anything else related to Design
Guidelines.
At this point, Mr. Skokowski called attention to the map of the proposed
design districts. The districts as proposed are 1) Historic Core District.
2) Ocean Blvd. West Neighborhoods. 3) Beach Front Neighborhood. 4)
Fringe Neighborhoods. He requested that some thought be given to what is
proposed and any suggestions or comments be directed to him.
