Attached is a timeline for a special election and a draft of questions that could be placed on a ballot. The number of questions and specific wording is at the discretion of the City Council. It is the staff’s intent to recommend that the FY 04/05 budget includes an increase in property taxes in an amount equal to the FY 03/04 general obligation debt. This would result in a no change in the amount of City property taxes levied and would effectively increase the available tax revenues by $110,151, plus any new construction. Based on this, there would not be a visible change in the amount of City taxes paid and therefore the staff believes the advisory vote would be an unnecessary expense.  RECOMMENDED ACTION: Staff recommends the Council not hold a special election in May 2004. Please indicate your views by marking as many of the responses as you would like: I would favor a tax increase of 3% to maintain existing levels of City services. I would favor a tax increase of less than 3% to maintain existing levels of City services. I would favor a tax increase of up to 3% to provide additional City services. I would favor a tax increase of over 3% to provide existing levels of City services. I would favor a tax increase of over 3% to provide additional City services. I would not favor a tax increase even it if results in a reduction in City services. I would not favor a tax increase of any amount under any circumstances.
