Consideration of Adopted Tentative Millaqe Rates and Adopted Tentative Budgets for Fiscal Year 1994 -1995. A. Explanation and discussion of the percentage by which (if any) the tentative millage rate exceeds the rolled back rate. Town Manager Harrington presented the adopted tentative budget in the amount of $1,215,200 which reflects a millage rate of $3.2897 per each $1,000 of appraised value. He pointed out that this is the rolled back rate and as a result, there will be no increase in the amount of tax money which the Town will collect over what was collected in 1993 -1994. Mr. Harrington then added that the tentative adopted Debt Service Millage is $.7434.When added to the millage rate proposed for the General Fund, the total would be $4.0331 which is lower than the total millage in 1993 -1994. B. Comment from the Commission and the Public. There was no comment from either the Commission or the Public. V. Adoption of Final Millage Rates for Fiscal Year 1994 -1995. A. Resolution #94 -10 ADOPTING THE FINAL MILLAGE RATE FOR THE TOWN OF GULF STREAM FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 1994 AND ENDING ON SEPTEMBER 30, 1994. Commissioner Armour moved that Resolution #94 -10 adopting a final millage rate of $3.2897 for the General Fund be adopted, following the reading of the title by the Town Clerk. Commissioner Wallace seconded the motion. Roll Call: Comm. Wallace; AYE, Comm. Cross; AYE, Comm. Armour; AYE.,.Comm. True; AYE, and Mayor Koch; AYE. B. Resolution #94 -11 ADOPTING THE FINAL MILLAGE RATE FOR THE DEBT SERVICE FUND FOR THE TOWN OF GULF STREAM FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 1994 AND ENDING ON SEPTEMBER 30, 1995. The Town Clerk read the resolution by title. Commissioner Wallace moved that Resolution #94 -11 adopting the final millage of $.7434 for the Debt Service Fund for 1994 -1995 be adopted. The Town Clerk read Resolution #94 -12 by title after which Commissioner True moved that Resolution #94 -12 adopting a budget for the General Fund in the amount of $1,215,200 for fiscal year 1994 -1995 be adopted. Resolution #94 -13 ADOPTING THE WATER FUND BUDGET FOR THE TOWN OF GULF STREAM FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 1994 AND ENDING ON SEPTEMBER 30, 1995. The Town Clerk read the resolution by title. The Town-Manager-introduced Robert Ori, the Town's Water Rate Consultant. Mr. Ori presented a tentative budget for the Water Fund in the amount of $509,603 showing two sources of revenue, Water Sales and Interest Income. Expenditures were listed as Operating Expenses, $432,034, Debt Service, $11,916, and Operating Transfers Out, $65,653. Mr. Ori reported that with the 10% increase in the cost for purchasing water from the City of Delray Beach, the cost to each consumer for just the pass thru charge would be $1.70 per month per meter, $8.58 Capacity Charge and $1.31 per 1,000 gal. commodity charge. Mr. Ori reported that he had arrived at the expenditure for contractual services related to the operation of the Town's Water System by analyzing historical data furnished by the staff and he expected to use this same data to assist in preparation of a rate structure. Mr. Ori closed by advising that he is recommending a rate increase of 33.15% in order to meet the requirements of the tentative budget but that would not be applied equally to each consumer as the new rate structure would be such that excessive users would be assuming a greater percentage of the increase than those who will fit into the scale at what is to be considered a reasonable usage for their particular property. Mr. Ori expected the average increase would be approximately $17.00 per month. He suggested an alternative increase could be applied over a two year period with the first year at 26 +8 and 78 for the second year. Commissioner True believed that if an increase of 33.15% is necessary to meet the anticipated expenditures, it should be applied up front. Mr. Harrington stated that Delray has advised that there will be an average increase each year of 38 for the next several years and he believed it would be better to establish rates in the beginning that will generate enough revenue to have on hand to cover the Delray increases for 2 to 3 years without Gulf Stream having to increase rates each year. Mr. Harrington reminded that a rate structure is not being established at this meeting but will be ready for consideration in October, 1994. Mayor Koch believed that with the 33.158 increase this year, it may be possible to have a rate reduction in the following year with surplus carried forward from 1994 -1995. Proposed Development and Annexation Agreement between the Town of Gulf Stream and the Florida Inland Navigation District. Mr. Harrington presented the proposed Agreement and advised that there have been no changes to the document since it was last considered by the Commission at the Public Hearing held on September 9, 1994. He further advised that the ordinance to cover the annexation would be presented for final reading and adoption at the Regular Meeting to be held on October 14, 1994, at which time the FIND parcel adjacent to Place Au Soliel on the north would be a part of Gulf Stream. Commissioner Armour moved and Commissioner Wallace seconded that the Annexation Agreement be approved and that the Mayor and Town Clerk be authorized to execute same. Taylor, LVown Clerk X PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Town Commission of the Town of Gulf Stream, Florida, at a public hearing to be held on Friday, October 14, 1994, at 9:00 A.M. in the Commission Chambers of the Town Hall, 100 Sea Road, Gulf Stream, Florida, will have on the agenda the adoption of the following: ORDINANCE NO. 94/2: AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ANNEXING A CERTAIN PARCEL OF LAND TO THE TERRITORIAL LIMITS OF THE TOWN OF GULF STREAM, FLORIDA. THE PARCEL BEING ANNEXED IS OWNED BY THE FLORIDA INLAND NAVIGATION DISTRICT (FIND) AND CONSISTS OF APPROXIMATELY 7 ACRES.
