Greencastle City Hall Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Mark Hammer, Adam Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert, Dave Murray, Jacob Widner. III. Public Petitions and Comments — None IV. Maureen Wagner- Putnam County Humane Society- Ms. Wagner came and updated the Common Council on what is going on at the Putnam County Humane Society and how important the City's contribution is to the operation. V. Special Requests: A. Noise Ordinance Waiver Request- Old Union BBQ-Tabled B. Street Closure Request- Berry Street Committee - Motion by Veronica Pejril to approve the request as presented, second by Cody Eckert, 7-0, motion carried. VI. Public Hearing- 2022 Budget- No Public Comment on 2022 Budget - Motion by Adam Cohen to close the public hearing on the 2022 Budget, second by Veronica Pejril. 7-0, motion carried. VII. Department Reports: a. Cemetery — Ernie Phillips b. Engineer — c. Fire Department — John Burgess d. Park and Recreation — Rod Weinschenk e. Planner — Scott Zimmerman f. Police Department — Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water & Wastewater Department — Oscar King, Jr. i. City Attorney - Laurie Robertson Hardwick VIII. Reports A. Mayor's Report- Mayor updated the Council on the following items: • OCRA approved our $700,000 grant for improvements to our water systems. • COVID vaccines will be given on Saturday in Reelsville. • We will be receiving bids on our sidewalks this week. • We continue to work with IAC as they work on closing B. Clerk-Treasurer's Report- Clerk-Treasurer updated the Council on the following items: • Heavy trash day will be October 23 at the Greencastle High School parking lot. C. Councilors' Report - Mark Hammer- Highlighted the COVID vaccination and testing efforts at Robe Ann Park. Adam Cohen — Sporting events will be opening up at DePauw. Thank you to 911 Board for instituting a new mental health number soon. Stacie Langdon - Encouraged everyone to attend the Airport Appreciation Days and visit the Greenlight Festival going on at the Airport. Veronica Pejril - Shared that herself and Councilor Widener got to participate at the Ivy Tech Chancellor dinner. Cody Eckert encouraged everyone to participate in the heavy trash day. Dave Murray updated the council on Redevelopment projects going on. Jacob Widner spoke about how exciting it has been to interact with Ivy Tech students over the years. IX. Approval of Minutes A. Regular Session- August 12, 2021 Motion by Stacie Langdon to approve the August 12, 2021 minutes as presented, second by Adam Cohen, 7-0, motion carried. X. A. Approval of City Claims Motion by Dave Murray to approve claims as presented, second by Veronica Pejril, 7-0, motion carried. XI. Old Business- A. Resolution 2021-15- A Resolution Affirming IAC Greencastle, LLC of Compliance With Statements of Benefits-Tabled B. Resolution 2021-10- A Resolution Establishing the Policy By Which Members of the Common Council May Participate by Electronic Means of Communication.- Tabled XII. New Business A. Ordinance 2021-12 -(First Reading) An Ordinance Establishing the Size of the Departments of the City Government of the City of Greencastle, Indiana, Fixing Salaries for the Employees of Such Departments and Fixing the Salaries of Certain Other Appointed Officials for the Year 2022- Motion by Adam Cohen to suspend the full reading of Ordinance 2021-12, second by Stacie Langdon, 7-0, motion carried. Motion by Mark Hammer to approve Ordinance 2021-12 on first reading as presented, second by Cody Eckert, 7-0, motion carried. B. Ordinance 2021-13 (First Reading) An Ordinance Fixing the Salaries of the Elected Officers of the City of Greencastle for the Year 2022- Motion by Dave Murray to approve Ordinance 2021-13 on first reading as presented, second by Jacob Widner, 7-0, motion carried. C. Ordinance2021-14 (First Reading) An Ordinance for Appropriations and Tax Rates for 2022- Motion by Veronica Pejril to approve Ordinance 2021-14 on first reading as presented, second by Stacie Langdon, 7-0, motion carried.
