HomeMy Public PortalAbout20141021 - Select Board - Agenda   TOWN OF HOPKINTON BOARD OF SELECTMEN’S MEETING AGENDA TOWN HALL, 18 MAIN STREET, 2ND FLOOR Tuesday, October 21, 2014 5:30 PM CALL TO ORDER 1.EXECUTIVE SESSION (ROOM 211)  i. EXECUTIVE SESSION MINUTES (ACTION) The Board will consider approving executive session minutes: 4/1/14; 4/15/14; 6/3/14 ii. CONTRACT NEGOTIATIONS, LITIGATION AND REAL PROPERTY ●To discuss strategies with respect to collective bargaining updates by the Town Manager, because an open meeting may have detrimental effects on the bargaining positions of the Board; ●To discuss considering the purchase, exchange, lease or value of real property in regards to the Upper Charles Trail, because an open meeting may have a detrimental effect on the negotiating position of the Board. ●To discuss the deployment of security personnel or devices, or strategies with respect to emergency communications and the 2015 Boston Marathon; ●To discuss strategy with respect to litigation, because an open meeting may have a detrimental effect on the litigation position of the board; ●To conduct contract negotiations with nonunion personnel. Page 1   6:40 PM CONSENT AGENDA 3.i. PACKAGE STORE HOURS ON SUNDAY (ACTION) Effective October 23, 2014, off-premises retail alcoholic beverages licensees (M.G.L. c. 138, §15) will be permitted to sell alcoholic beverages beginning at 10:00 a.m. on Sundays. Although under the law, these licensees are entitled as a matter of right to open at 10:00 a.m. and as such do not need the approval of the Local Licensing Authorities, licensees must notify the Local Licensing Authorities about the change of hours. The Board will approve additional hours of sale on Sunday from 10:00AM to Noon for Colella’s Market, Hopkinton Wine & Spirits, Old Town Liquors, Water Fresh Farm and The Vin Bin. GIFTS (ACTION) The Board will accept two gifts to the Town: a. $150 from Pat Byrne and Deborah Hilditch and Doug and Karen DeWolfe to the Hopkinton Historical Commission for purposes of historical home plaques. b. $250 from Laura and Daniel Barry for the “The Sky’s the Limit” project. iii. RESIGNATION (ACTION) The Board will accept the resignation of Timothy Kilduff from the Parks & Recreation Commission. iv. MARATHON FUND REQUESTS (ACTION) The Board will approve the following Marathon fund expenditures: a. Hopkinton Senior Center Exercise Program for $3,500; b. Hopkinton High School Varsity Ice Hockey Team for $1,269.00; c. Hopkinton Senior Agriculture Scholarship (Joe Pratt Memorial) for $1,000. The Board will consider appointing John Corridan as a new Police Officer. 7:00 PM BUDGET POLICY STATEMENT APPROVAL (ACTION) 6. The Board will consider approving the final policy statement for the FY16 budget. The Board invites members of the Appropriation Committee and School Committee to join in the discussion.
