REGULAR COUNCIL MEETING, FEBRUARY 7, 2022
CALL TO ORDER
Mayor Carrie Tergin called the February 7, 2022 City Council meeting to order at 6:02 P.M.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt,
Ward, and Wiseman
Absent: None
ADOPTION OF THE AGENDA
A motion was made by Councilmember Schreiber and seconded by Councilmember
Wiseman to adopt the agenda. The motion passed unanimously.
MISCELLANEOUS AGENDA ITEMS
Kristi Campbell, Director of the Cole County Health Department, provided a Pandemic
Update. More information can be found at colehealth.org.
PUBLIC HEARINGS
a. Approving a Development Plan, Development Agreement, and Tax Abatement under
Chapter 353 RSMo at 2017 Christy Dr.
i. Associated Pending Bill 2021-079 (Fitzwater)
A Staff presentation was made by Ryan Moehlman, City Attorney
Tom Snider, Attorney for D G V G B, LLC, property owners for 2017 Christy Drive
gave a project presentation and spoke in favor of the bill.
Scott Drinkard, one of the owners of D G V G B, LLC provided project updates and
an anticipated grand opening at the end of the month or early next month.
Dennis Morrissey and Ed Williams both spoke against the bill.
There being no one else to speak on the bill, Mayor Tergin declared the
evidentiary portion of the public hearing concluded .

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, FINDING THAT
THE AREA DESCRIBED AS THE PROJECT TEN PIN REDEVELOPMENT AREA
IS A BLIGHTED AREA AS DEFINED IN CHAPTER 353 OF THE REVISED
STATUTES OF MISSOURI, AS AMENDED AND THAT THE REDEVELOPMENT
OF SUCH AREA IS NECESSARY AND IN THE PUBLIC INTEREST;

APPROVING A DEVELOPMENT PLAN FOR SUCH AREA; APPROVING A
GRANT OF REAL PROPERTY TAX ABATEMENT; APPROVING A

After further discussion on the bill between City Staff and Councilmembers, bill
2021-079 was read third time by title, placed on final passage, and passed by the
following roll-call vote as Ordinance 16201
Aye: Fitzwater, Hensley, Kemna, Schreiber, Spencer, Spicer, Vogt, Ward, and
Wiseman
Nay: Lester
APPOINTMENTS BY THE MAYOR

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
City Council committee announcements:
• Committee on Administration - The February meeting has been cancelled. City
Boards and Commissions appointment recommendations will be presented at t he
next City Council meeting.
• Finance Committee – No announcements at this time.
• Public Safety Committee – The next scheduled meeting is Thursday, February
24th at 7:30 A.M. in the Police Training Room.
• Public Works & Planning Committee – The next scheduled meeting is Thursday,
February 10th at 7:30 A.M. in the Boone-Bancroft Room at City Hall.
Mayor’s announcements:
• U.S. Agriculture Secretary Tom Vislack visited Lincoln University on Monday,
where he announced the Partnerships for Climate -Start Commodities program.
• Dr. John Mosely has been selected as the President of Lincoln University.
• Mayor Tergin thanked the City’s Streets Department’s snow removal crew, Police
Department, Fire Department, and all City departments who helped during last
week’s snow storm.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Stacy Landis, Student Representative, was not in attendance.

c. Authorizing Year 3 Renewal of Contract with Sentinel Emergency Solutions for Fire
Department Bunker Gear Estimated at $50,919.90
d. Authorizing $124,019 Grant Acceptance from the MO Dept. of Natural Resources to
Construct Stormwater System from Davis St. to Wayne Ave. along Douglas Dr.
Councilmember W iseman motioned and Councilmember Ward seconded the motion to
approve items a. through c. on the Consent Agenda. The motion passed unanimously.
Councilmember Fitzwater requested to take up item d. separately to recognize City Staff
for securing grants to aid in funding City projects and stretching the City’s dollars.
Councilmember Wiseman motioned and Councilmember Spicer seconded the motion to
approve item d. on the Consent Agenda. The motion passed unanimously.

Councilmember Spencer motioned to adopt RS2021-26. Councilmember Spicer
seconded the motion. The motion failed by the following roll-call vote:
Aye: Fitzwater, Hensley, Schreiber, Spencer, Spicer
Nay: Kemna, Lester, Vogt, Ward, and Wiseman
Mayor Tergin broke the tie, voting “nay”.

COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS
There was no discussion at this time.
NEW BUSINESS
a. Determine City Council Work Session Date for ARPA Funds Discussion.
After some discussion, City Council requested that the initial discussion and public
input take place on February 21st, either before, during, or after the City Council
meeting.
b. Sonny Sanders, Director of Planning and Protect ive Services provided an update on
Capitol Avenue.
c. Councilmember Spencer asked JC Parks Director Todd Spalding for an update on
Debra Cooper Park. Director Spalding indicated the parts for the shelter would be
available mid-June per the vendor, construction on the restrooms is expected to begin
in the next couple weeks, and park benches should be delivered in early March.
CLOSED SESSION
Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, Mayor Tergin entertained a
motion to go into Closed Session to discuss the following:
1) Attorney-Client Communications [Sec. 610.021(1)]
2) Real Estate [Sec. 610.021(2)]
A motion was made by Councilmember Lester to go into Closed Session for the above-
stated reasons, seconded by Councilmember Vogt and approved by the following roll-call
vote at 7:28 P.M.:

A motion to adjourn was made by Councilmember Lester, seconded by Councilmember
Spicer, and approved unanimously at 8:55 P.M.
