3. Review how this committee envisions the current charge:
The Upper Charles Trail Committee is charged with recommending, for the Select Board’s
consideration, a development plan for the Upper Charles Trail in Hopkinton, from the
Milford town line to the Ashland town line, and then developing the Upper Charles Trail.
The Committee’s responsibilities shall include, but shall not be limited to, planning,
design, permitting, property rights acquisition and construction of the trail and
associated infrastructure, subject to the approval of the Select Board approval of
property rights acquisition and trail route location. The Committee may request and
advocate for the Community Preservation Act funds.
The UCTC shall continue to gather input from as many Hopkinton residents as possible
throughout the process.
In summary, their charge requires the UCTC to develop a plan for a multi-use active and
passive recreational path that will incorporate the Hopkinton Center Trail. The plan shall
outline the community’s vision for the path and produce recommendations for the Select
Board’s consideration that align with the aspirations of the community.
4. Prepare a Report for the Select Board including suggestions for improvement
a. Respond to Select Boards Actions Taken document on Aug 2, 2023 as a result of
the Annual Town Meeting- non binding vote ( Articles 47 & 48).
The Select Board voted to direct Town staff to be thinking the two committee
structure with reformatted structures and Charges that accommodate the
information the Board is receiving from Town residents, to reinstate the Upper
Charles Trail Committee for the purpose of engaging in these conversations
about that has been accomplished and what is still in front of them and how
the Committee envisions the Charge, and to take a position that the Select
Board does not support a trail along Hayden Rowe as it was presented unless a
future Town Meeting changes the vision. (5-0)
5. Review and approval of minutes from 5-17-23 meeting.
The listings of matters are those reasonably anticipated by the Chair which may be discussed at
the meeting. Not all items listed in fact may not be discussed and other items not listed may
also be brought up for discussion to the extent permitted by law.
