SUMMARY STATEMENT: A Rio Vista Public information meeting was held on April
29, 2004 to discuss the Septic Tank Effluent Pump (STEP) System to serve areas of Rio Vista not currently served by City sewer service. The meeting was well attended by the owners of
effected properties. Representatives from Holladay Engineering, the City of McCall and Orenco Systems, a company that sells the pump equipment, were available to answer questions.
At the end of the meeting an informal vote was taken and all present voted in favor of the STEP system instillation as explained. Additionally, assuming Council approves our recommended
action, Staff will work with Holladay to develop specifications for the homeowner owned pump system to include an alarm and a convenient financing plan available to Rio Vista homes when
hooking up to the sewer. We are proposing a concept, subject to City Attorney review, that would allow a reduced connection fee plus the cost of the equipment to be either paid immediately
by the property owner or financed interest free by the City and paid in conjunction with the monthly sewer bill. Under this concept, the owner would still have to pay for the actual
installation of the system to include the labor and pipes, but the City would provide the equipment. All property that is currently developed and within the 300 feet specified by City
Code would be required to connect to the new system. The flat fee for the reduced cost connection and system equipment is likely to be in the $7,500 range, but this number is subject
to adjustment based on the actual cost of the equipment. We are considering reducing the connection fee from $2,915 to $2,000 for those who connect in conjunction with the project.
The owner would be responsible for installation and maintenance of the equipment. It would be our recommendation that the term to pay back the City be not greater than five years.
If a property owner desires to take advantage of the reduced rate for a vacant lot at the time of construction, they could finance or pay for it the rate shown above. New homes built
on these Rio Vista Lots after the project is complete would pay the full hookup fee and purchase equipment that meets City specifications when taking out the building permit.
RECOMMENDED
ACTION: Direct Staff to have Holladay Engineers design the Rio Vista STEP system. Advertise the project for bidding and construction this summer with the total project not to exceed
$150,000.
