SUMMARY STATEMENT:
On May 10, 2004, the City Council conducted a public hearing for the proposed zoning designation upon annexation. The Council held a first reading
of Ordinance #794 and adopted the Planning and Zoning Commission’s Findings & Conclusions approving the requested zoning designation.
On June 24, 2004, the City Council approved to
suspend the rules and read Ordinance 794 by title only, second and third readings; and adopted Ordinance 794. The Ordinance was never executed for legal adoption and must be readopted
by the Council to become valid.
RECOMMENDED ACTION:
Suspend the rules and read Ordinance 794 by title only, second and third readings; and Adopt Ordinance #794

SUMMARY STATEMENT:
On May 10 the Council conducted a public hearing the proposed zoning designation upon annexation. The public hearing was closed.
The Council held a first reading for Ordinance 794 and adopted Findings & Conclusions approving the requested zoning designation.
Mr. Hunt has submitted the attached letter regarding
the ‘Sheep Bridge.’ Mr. Hunt has agreed to repair the bridge to the City’s specifications, donate the bridge to the City, and provide public access across the bridge and along a paved
trail through the proposed Rivers Crossing subdivision. This resolves the last outstanding annexation issue.
The complete application is extensive and is not attached to this agenda
bill. Both the zoning application and the River’s Crossing subdivision application are available for review in the Community Development Department.

SUMMARY STATEMENT:
On April 6 the Planning & Zoning Commission conducted a public hearing on a request for zoning designation upon
annexation for approximately 76 acres for the proposed River’s Crossing subdivision. The current zoning designation is R-1; the requested zoning designation is both A Residential and
R-1. The property is located on the west side of the Payette River, across from Riverfront Park and east of the Pine Terrace Subdivision.
The P&Z recommends approval of the requested
zoning designation, if the property is annexed. Attached is a summary of application, the P&Z’s Findings & Conclusions, and draft Findings & Conclusions for the Council regarding the
zoning designation. Also attached is Ordinance 794, annexing the property and implementing the recommended zoning designation.
The complete application is extensive and is not attached
to this agenda bill. Both the zoning application and the River’s Crossing subdivision application are available for review in the Community Development Department.
RECOMMENDED ACTION:
Adopt
the draft Findings & Conclusions for ZON–04–3 and authorize the Mayor to sign; and
Waive the rules and read Ordinance 794 by title only, first reading only
