The meeting was called to order by Mr. Schwartze at 8:15 a.m., a quorum was present at that
time.
1. Introduction
2. Acceptance of the November 4, 2021 meeting minutes
Mr. Kross made a correction to 5a to change the year from 2002 to 2022. Mr. Brooks
made a motion to approve the minutes with the correction. Mr. Towner seconded the
motion; all members were in favor of motion.
3. New Business
a) Request to prohibit parking on the north side of Riviera Street from E. Capitol Ave.
thru Sullivan Street. (Requestor: Ms. Sara Dooley)
Mrs. Griffin gave the staff report. Staff would support the request to prohibit parking
in this section, unless there was significant neighborhood need and desire for parking.
The requestor was present via Webex and spoke on her behalf.

Group discussion occurred. Mr. Farr made a motion to accept city staff
recommendations and prohibit parking on the north side of Riviera Street from E.
Capitol Ave. thru Sullivan Street. Mr. Diemler seconded the motion. All members were
in favor, motion passes.
4. Old Business
a) Request to make the intersection of West Main and Bolivar Street an all-way stop (4-
way) instead of a minor-road stop (2-way). (Requestor: Mr. Kris Nocula)
Mrs. Griffin gave the staff report. Mrs. Griffin presented five options as alternatives
and solutions for the area:
Option 1 - 4 way stop, Staff does not support this option. (citizen request during
October meeting)
Option 2 - Bolivar St. to have a one-way section north of W. Main Street, Staff does
not support this option. (commission discussed during October meeting and asked for
more information)
Option 3 - Move loading zone, Staff does not support this option. (commission
discussed during October meeting)
Option 4 - Remove loading zone, Staff could support this option unless there is
significant opposition from business/residents in the area.
Option 5 - Remove loading zone and modify parking, Staff could support this option
unless there is significant opposition from business/residents in the area.
Group discussion occurred between commission members and area business owners.
Mr. Farr made a motion to approve the 4-way stop as requested at Bolivar and W.
Main St. Mr. Brooks seconded the motion. All members oppose, motion fails.
Mr. Kross made a motion to approve option 5 with a modification to increase the
number of loading zone spaces from 2 to 3 parking spaces from 8am-4pm Monday-
Friday and leaving the ADA space in the current location on Bolivar Street. Mr.
Atterberry seconded the motion. Further discussion occurred. Mr. Kross made a
motion to amend the original motion to include the clarification: eliminate the
loading zone on W. Main Street, add one 2-hour parking space on W. Main and
prohibit parking to corner, and move the Capitol Police parking spaces. Mr. Diemler
seconded the amendment. All members were in favor, motion amendment passes.
The amended motion is: remove the existing loading zone on W. Main Street, add
one legal 2-hour parking space Monday-Friday 8am-5pm between alley 20’ east on
W. Main, parking prohibited from the back of that parking space to the corner, 5
spots on the east side of Bolivar between W. Main and the driveway will become 2-
hour parking Monday-Friday 8am-5pm, 3 reserved Capitol Police spots will move to
the north side of the driveway on Bolivar, the existing ADA space on the south end of
Bolivar will be 2-hour parking Monday-Friday 8am-5pm, the next 3 spots on Bolivar
headed north will be a loading zone between 8-4pm Monday-Friday, 2 spots on
Bolivar between the driveway and Cliff St. on the west side will be 2-hour parking
Monday-Friday 8am-5pm, 5 spots on Bolivar past Cliff Street will be signed for what
is in the code which is 2-hour parking Monday-Friday 8am-5pm. All of the spots on
the west side will be parallel, spots on the east side will be angled (See attached
visual). All members were in favor, motion passes.
5. Other Business
APPROVED December 2, 2021
6. Adjourn
A motion to adjourn the meeting was made by Mr. Towner, and seconded by Mr.
Brooks. All members were in favor of motion. Meeting adjourned at 9:18 a.m.
