Jefferson City Fire Chief Matthew Schofield and State Representative Dave Griffith.
1. Introductions:
Chairman Rycyk called the meeting to order at 10:30 a.m., and a quorum was
present.
2. Adoption of the agenda:
Mr. Shorthose moved and Mr. Propes seconded to adopt the agenda, motion
carried.
3. Approval of the minutes:
A motion was made by Mr. Propes and seconded by Mr. Shorthose to
approve the minutes, motion carried.
4. Public Comment Opportunity:
Mr. Schofield and Mr. Griffith made a presentation to the committee seeking
funding to replace the Aircraft Rescue and Fire Fighting (ARFF) truck, which
was manufactured in 1991 and purchased used from Columbia in 2006.

After a discussion, Mr. Shorthose made a motion requesting staff pursue
grant funding for a replacement fire apparatus to be used at the airport and
the Airport Advisory Committee wholeheartedly supports the purchase. Mr.
Rackers seconded the motion, all in favor, motion carries.

a) Airport Manager’s Report
Mr. Bowers advised the counts are looking very well. As of November 30th,
the airport has had 33,173 operations. The airport should hit at least
35,000 operations by the end of 2021. 2021 will most likely be the busiest
year since 2003. Average jet operations for the airport are 160, but counts
are up. September was 251 jet operations, October was 263 and
November was 293. Mr. Bowers is working on four tabletop scenarios and
plans to have a tabletop exercise in fall 2022.
b) FBO Report
Mr. Shorthose advised 2021 has been a much better year than
anticipated. Corporate America flights have increased, flight school is
busy, shop floors are busy, and hangars are full. Currently, JCFS has six
full and part time instructors and eight airplanes in use for flight school.
c) Staff Liaison Report
Mr. Smith advised he plans to attend the Columbia Airport Advisory
Committee meeting later in the week. Committee members discussed
ramp fees that were added in Columbia and mentioned additional fees
have deterred them from using the Columbia Airport. Columbia’s fe es
could be increasing traffic to the Jefferson City Airport, but members
wanted to stress that adding any fees could cause business to leave
Jefferson City Airport as well.
The ramp project is still under contract. The contractor ran into issues
getting concrete that would meet FAA specifications and hopes to resume
the project by March of 2022.
The city has been contacted and begun discussions with a group that
would like to put on an airshow in the future at the Jefferson City Airport .
Mr. Smith discussed the Five-Year Capital Improvement Program (CIP)
and mentioned the number one priority on the list is the Airport Control
Tower.
Mr. Smith reminded the committee that the control tower is now 100% fully
funded. There are hopes that we can get a new control tower funded with
the new infrastructure bill.
Mr. Smith mentioned a project is currently out for bid to replace the Air
Traffic Control Tower Deck and Railing.

d) City Council Report
Councilman Fitzwater mentioned items that will be discussed at the City
Council Meeting December 6th.

Mr. Bowers advised the Disabled Aircraft Removal ordinance will go to the
Public Works and Planning Committee in January 2022.

a) 2022 Calendar
Mr. Rycyk requested the June meeting be moved from June 6, 2022 to June
13, 2022. Mr. Shorthose moved and Mr. Thurnau seconded to accept the
2022 calendar dates with the June changes. All in favor, motion carries.

Next scheduled meeting is March 7, 2022
11. Adjourn
Mr. Thurnau moved and was seconded by Mr. Shorthose to adjourn the
meeting at 11:26 a.m., motion carried.
