Attest: 'Tillage Clerk !, y r JULY 7F, 1969 The Council of Bal Harbour Viilage met 5uturcloy, July 26, 1969, at 9:3C A. M. in the Village Hall. Present were: Musters. Beatty, Printu;., Villeneuve and White Absent; Mr. Taplin Also present were Fred W. Maley, Acting Village manager; Mary Wettarer, Village Clerk; and Thomas Anderonn, Village Attorney. On motion rf Mr. Printup, seconded by Mr. Villeneuve, the minutes of the previous meeting of Juno 29, 1969 were approved as submitted. Representatives of BP Oil Company appe,,red and asked for a rehearing on erQr_ting a pole sign due to a variance Bal Harb,,ur Shops, Inc. had received to build within twenty feet of the Collins Avenue property line. After discussion it was the Council's upininn that the architects for BP Oil try to design some type of entrance wall si ,1n or canopy sign to conform with the ordinance. ORDINANCE NO. 146 providing for the size of trash containers was read by the Viilage Clerk. On motion of Mr. Villeneuve, seconded by Mr. Print.u, -, and unanimously voted the Ordinance was adopted. ORDINANCI. Nn. 147 prnviding for citations for Municipal Court was resented. Fn motion of Mr. Printup, seconded by Mr. Villeneuve, and unanimously voted the Ordinance ojae adopted. Mr. Robrrrt Swcdroe and Mr. Paul Axelrod appearei to request the Courci.l to permit them to build a model apartment on Lot. 11., I'. F. Section of Bal Harbour Prior to commencement of the main building. On mutinn of Mr. Villeneuve, seconded by Mr. Printup, it. was unanimously voted to Kermit construction of a one story model apartment., which would be. allowed to remain for eight months, and that the building he covereo by a Remnvol Bond as provided in the Ouild.i.ng Code. The amount of bond and oll structural requirements t� be al,prnved by the Suild;'rrl Dopartment. July 2r, 1963 A requast from the AmHricdna Hotel for use of garage space for convention? 5 purposes at various periods through December 12, 1969 was presented. On motion of Mr. White, seconded by Mr. Printup, and unanimously voted permission was granted subject to compliance with all fire regulations. Proposed du6gets for 1969 -70 for the General Fund, Water. Department, Sewer Department, and Department of Tourism were presented by the Village manager. After discussion on motion of Mr. Villeneuve, seconded by Mr. Printup and unanimously voted RCSOLUTION NO. 175 adopting the General Fund Budget; RESOLUTKN NO. 06 adopting the 1969 -70 Water Department Budget; RESOLUTION NO. 177 adopting the 1969 -7n Sewer Department Budget; and RESOLUTION NO. 178 adopting the 1969 -70 Department of Tourism Otalget, were passed. The Council considered the financial statements for nine months' operation and on motion of Mr. Printup, seconded by Mr. Vi.lteneuvc, and unanimously voted the statements were approved and filed far audit. The Council approved Orr. Wwgh1 s retire"ont is Village manager effective July 11, 1969. It was their opinion that due to his general experience and know - ledge of the Village that he be retained as a Consultant, particularly in the area of beach erosion, for one year by the Department of Tourism for a fee of S7,50n.00 On motion of Mr. Printup, seconded by Mr. Villeneuve and voted the Mayor was directed to write Mr. Webb a letter, telling him what action the Council has taken and ask him if he accepts thu appointment as Consultant and is ready to render this service. It was moved by Mr. Printup, seconded by Mr. dillenumve and unanimnur.ly voted that Fredric W. Malay Le appointed Village Tanager of Bar Harbour o5 f August 1, 1969 at a salary of w ,0onnn per year. Mr. Beatty inquired about they State Huad Department job and Mr. Maley informed him that he did not have the information un the new bids, but would know by the First of the week. He said the kids were koing prepared by Edward D. Stone and Assoc- iates for the work on the east qide of Collins and th.y should be ready by the end of August.
