Minutes
August 12, 2021 7:00 P.M. Greencastle City Hall
I. Pledge of Allegiance
II. Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Mark Hammer, Adam
Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert, Dave Murray and Jacob
Widner.
Ill. Public Petitions and Comments
IV. Greencastle School Board Representatives- Superintendent Jeff Gibboney
and Russell Harvey came to the meeting to update Council on what is going
on with Greencastle Community School Corporation.
V. Special Requests:
A.Street Closure Request & Noise Ordinance Waiver Regina Dean-
Motion by Jacob Widner to approve the request as presented, second by
Mark Hammer, 7-0, motion carried.
B. Street Closure Request- WTHI-TV- Jenny Newlin- Motion by Adam
Cohen to approve the request as presented, second by Veronica Pejril, 7-0,
motion carried.
C.Street Closure Request- Center for Diversity & Inclusion- Joseph
Harris- Motion by Dave Murray to approve the request as presented, second
by Veronica Pejril, 7-0, motion carried.
D.Street Closure Request- DPU Athletics-Melynda Link- Motion by Adam
Cohen to approve the request as presented, second by Jacob Widner, 7-0,
motion carried.
VI. Department Reports:
a. Cemetery — Jason Kenney

d. Park and Recreation — Rod Weinschenk

VII. Reports
A. Mayor's Report- Mayor updated the council on the following items:
• Could be receiving $2.318 million in COVID dollars.
• City of Greencastle/Putnam County is participating in the State Redi-
Program with six other counties.
• A new police officer was sworn in at the city today.
• We are still encouraging everyone to mask up.
• The park pool had a good year and we thank all the park summer
staff for all their good work.
• DePauw students will be starting their return.
• Land and Water Conservation grant visit went well.
• OCRA water grant will be announced next month.
B. Clerk-Treasurer's Report- Clerk-Treasurer updated the Council on the
following items:
•Budget items later in the meeting.
C. Councilors' Report- Nothing to report.
VIII. Approval of Minutes
A. Regular Session- July 8, 2021
Motion by Veronica Pejril to approve the July 8, 2021 minutes as
presented, second by Stacie Langdon, 7-0, motion carried.
IX. Approval of City Claims
A. Motion by Dave Murray to approve claims as presented, second by Mark
Hammer, 6-0, motion carried. Stacie Langdon abstained because of
Putnam County Comprehensive Services claim.
X. Old Business
A. Resolution 2021-15- A Resolution affirming IAC Greencastle, LLC of
Compliance with Statements of Benefits - Tabled
B. Resolution 2021-10- A Resolution Establishing the Policy By Which
Members of the Common Council May Participate by Electronic
Means of Communication.- Tabled
XI. New Business
A. 2022 Budget Discussion- No Action Taken
B. 2022 EDIT Plan Discussion- No Action Taken
XII. Adjournment
Motion by Dave Murray to dismiss at 8:40 PM, second by Jacob Widner,
6-0, motion carried.
