HomeMy Public PortalAbout2022-02-211 REGULAR COUNCIL MEETING, FEBRUARY 21, 2022 CALL TO ORDER Mayor Carrie Tergin called the February 21, 2022 City Council meeting to order at 6:03 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman* *participated via WebEx Absent: None ADOPTION OF THE AGENDA A motion was made by Councilmember Hensley and seconded by Councilmember Fitzwater to adopt an amended agenda, adding item 4(a.) Nimrod Chapel to Speak on Black History Month. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS a. Nimrod Chapel spoke on Black History Month b. Mayor Tergin presented a 180th Anniversary Proclamation to the Jefferson City Fire Department. Fire Chief Matt Schofield accepted the proclamation on behalf of the department and introduced Fire Captain Steve Holtmeyer, Chairman of the Fire Museum Committee. Captain Holtmeyer gave an update on fund -raising efforts for the fire museum and provided information on how citizens can make donations t o the museum. ARPA FUNDS PUBLIC COMMENT Steve Crowell, City Administrator, gave a brief presentation on the ARPA funds received by the City to date, the funds expected to be received, and a general overview of the rules. Following is a list of those who signed up to speak on recommended ARPA funds distribution. Each speaker was allotted three minutes to speak. 1. John Mosely – President of Lincoln University – $500,000 ask from the City, $500,000 from the County 2. Stephanie Johnson and Steve Houser – Special Learning Center - $250,000 ask from the City 3. Logan Gratz – Jefferson City Chamber of Commerce, 2022 Government Relations Chair 4. Bob Gilbert – Jefferson City Chamber of Commerce, Transportation Chair; ward 5 resident; and local businessman from Bartlett and Wes t – recommended infrastructure projects 2 REGULAR COUNCIL MEETING, FEBRUARY 21, 2022 5. Diane Gillespie – Convention and Visitors Bureau - $175,000 ask from the City for marketing and event sponsorships 6. Susan Cook Williams – River City Habitat Executive Director - $500,000 ask from the City 7. Anne Bloemke-Warren – 1st ward resident – suggested sidewalk improvements around Thorpe Gordon and East Schools 8. Kyle Berendzen – United Capital City (not-for-profit) - $500,000 ask from the City for a soccer complex. Also will be requesting funds from the County. Currently working with Special Olympics as well 9. Laura Teske – City resident - suggested west end street improvement projects 10. Jeff Holzem – City resident - suggested projects aimed at lowering pollution in the City (i.e., solor panels on City buildings, electric buses, etc.) 11. Mark Kiekhaefer -Transformational Housing 12. Frank Rycyk – City resident – suggested investing the funds for an eventual City operated by endowment funds PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR Councilmember Kemna motioned to approve the recommended appointments to the following boards and commissions. Councilmember Ward seconded the motion. The motion passed unanimously. There are currently no agenda items and the meeting may be cancelled. Check the City’s website calendar to see if it is cancelled. • Finance Committee – The February 24th meeting has been cancelled. • Public Safety Committee – The February 24th meeting has been cancelled. • Public Works & Planning Committee – The next scheduled meeting is Thursday, March 10th at 7:30 A.M. Mayor’s announcements: • Mayor Tergin is wearing red tonight for Heart Month . • February is also Black History Month. Mayor Tergin thanked Nimrod Chapel for attending tonight’s meeting. • Mayor Tergin thanked the City’s Streets Department’s snow removal crew, Police Department, Fire Department, and all City departments who helped during last week’s snow storm. The 2018 Building Code Review Process Update was provided by Sonny Sanders, Director of Planning and Protective Services (see City Council packet for update). LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, was not in attendance. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations at this time. CONSENT AGENDA a. Minutes of the City Council Meetings: February 7 b. Renewal with Scheppers International Truck Center as Sole Source Provider for Public Works and Central Maintenance Vehicle and Equipment Parts, Etc. Estimated at $106,060 Average per Year c. Awarding Bid 4009 to Lauf Equipment Co., Inc. for the Purchase of a Sludge Spreader Truck and Spreader Bed in the Amount of $213,730 d. Awarding Bid IFB4017 to Midwest Vac Products for the Purchase of a Sewer Inspection Camera for Wastewater in the Amount of $104,991 e. Authorizing Change Order #1 with Aplex, Inc. for Additional Norris Drive Sewer Lines in the Amount of $52,379 Councilmember Lester motioned and Councilmember Spencer seconded the motion to approve the above consent agenda items, with one change to the February 7th meeting 4 REGULAR COUNCIL MEETING, FEBRUARY 21, 2022 minutes. (Councilmember Spencer had made the motion to adopt RS2021 -26, not Councilmember Lester as indicated in the minutes). The motion passed unanimously. APPROVAL OF FEBRUARY 7 CLOSED SESSION MINUTES Councilmember Lester motioned and Councilmember Ward seconded the motion to approve the February 7, 2022 closed session minutes. The motion passed by the following roll-call vote. Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Nay: None CLOSED SESSION Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, Mayor Tergin entertained a motion to go into Closed Session to discuss the following: 1) Attorney-Client Communications [Sec. 610.021(1)] 2) Real Estate [Sec. 610.021(2)] 7 REGULAR COUNCIL MEETING, FEBRUARY 21, 2022 A motion was made by Councilmember Schreiber to go into Closed Session for the above-stated reasons, seconded by Councilmember Fitzwater and approved by the following roll-call vote at 7:24 P.M.: Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward, and Wiseman Nay: None RECONVENE IN OPEN SESSION Following the Closed Session, the City Council reconvened in Open Session at 8:36 P.M. with the following Councilmembers present: Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt, Ward Absent: Wiseman UNFINISHED BUSINESS There was no unfinished business at this time.
