I move that Zoning Ordinance Amendment TLOA 2022-0004, revising Leesburg
Zoning Ordinance Sec. 3.3.6.J Fiscal Impact Analysis, be approved on the basis that
the amendment furthers objectives of the Town Plan, and that the proposal would
serve the public necessity, convenience, general welfare and good zoning practice.
