James Daly Joins Leesburg Police Department as Commander
of Field Operations Division
Captain Daly comes to the Town of Leesburg from the Arlington County Police
Department.
Leesburg, VA (February 7, 2017) – The Leesburg Police
Department announced today that Captain Jim Daly of
the Arlington County Police Department will be joining
the LPD Executive Command Team as Commander of the
Field Operations Division. He will begin his duties on
February 27, 2017.

said Gregory Brown, Leesburg Chief of Police. “I am
confident that his leadership, experience and personality
is the perfect fit for the Leesburg Police Department and
the Town of Leesburg.”
Captain Daly started his law enforcement career in 1990 when he joined the Arlington County
Police Department. He has a vast experience in police operations and emergency preparedness
and over the course of his career has been a first responder to natural and man -made disasters,
to include the Pentagon on 9/11, and the aftermath of Hurricane Katrina in New Orleans in
2005.
Prior to becoming a police officer, Captain Daly was a commissioned officer in the United States
Army. He received his commission upon his graduation from the Virginia Military Institute in
1986. He attended the Infantry Officer Basic Course at Fort Benning, Georgia, and later
attended and graduated from the U.S. Army Airborne and U.S. Army Pathfinder Schools. At the
completion of his training, he was assigned to the 3rd United States Infantry (The Old Guard)
and was a Platoon Leader and Assistant Training Officer. After six years in the Individual Ready
Reserve, he received his Honorable Discharge from the United States Army in 1996.
Captain Daly has taught community policing and homeland security courses to officers
throughout the country and has had assignments in the Operations, Criminal Investigations and
Administrative Divisions of the Arlington County Police Department (ACPD). In addition, he
worked as the Aide to the Deputy Chief of Operations and later for the Chief of Police in
Internal Affairs. He was a member of the ACPD Emergency Response Team – Crisis Negations
Unit for sixteen years, of which the last five he held the rank of commander.
Captain Daly is a certified instructor through the Commonwealth of Virginia and the
Department of Criminal Justice Services. He is also an instructor for the Virginia Center for
Policing Innovation (VCPI), and in 2007 co-developed a Leadership Development class for the
Northern Virginia Criminal Justice Academy where he has co-taught the class twice a year to
officers and civilian employees of member agencies who are interested in leadership.
He holds a Bachelor of Arts from the Virginia Military Institute and a Master of Science in
Administration (Public Administration) from Central Michigan University. He is a graduate of the
FBI-National Academy, the Senior Management Institute for Police, and the Professional
Executive Leadership School.
