AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR
ENGINEERING SERVICES WITH T&M ASSOCIATES-
REDEVELOPMENT TRAFFIC IMPACT ANALYSIS
WHEREAS, the Borough of Carteret is in need of specialized engineerirtg
services in connection with the Redevelopment Traffic Impact Analysis for the
Industrial Road Transportation Master Plan, Phase II; and
WHEREAS, the Borough's Consulting Engineer, Donald J. Norbut, P.E.,
CM.E., of T &M Associates, possesses the requisite skill and expertise to provide
said services; and
WHEREAS, T &M Associates has submitted a proposal to provide said
engineering services at a total cost not to exceed $26,435.00; and
WHEREAS, the Mayor and Council have reviewed said proposals;
WHEREAS, the Chief Financial Officer has certified that funds are or will be
available for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the
Borough ofCatieret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from T & M Associates for engineering services
related to the Redevelopment Traffic Impact Analysis for the
Industrial Road Transportation Master Plan, Phase II at a total cost
not to exceed $26,435.00 is hereby approved;
2. A.1mexed hereto is a copy of said proposal;
3. This action is approved as an awat"d of a professional services
contract.

Dear Mayor Reiman:
As requested, we have prepared the foJJowing Scope of Work for the extra work requested. We
have reviewed the potential redevelopment sites and have reviewed the Traffic Study, Five
Intersections on Roosevelt Avenue, dated July 31, 2001.
The purpose of this extra work is to assess the traffic impacts of the redevelopment areas in the
vicinity of Roosevelt Avenue and detennine the impact to the Roosevelt Avenue bridge over the
NJ Turnpike, in relation to the Industrial Road connection to the Turnpike.
Scope of Work
The foJJowing tasks describe the Scope of Work involved in:
Task 1 - Define the Study Area Boundaries/Develop Base Map
The area of focus of the work ",iJJ include:
· Roosevelt Avenue (between Driftway and the Woodbridge border)
· Minue Street from Roosevelt Avenue to Federal Boulevard
· Federal Boulevard from Blair Street to Minue Street
· Blair Street from Federal Boulevard to Roosevelt Avenue
The foJJowing intersections wiJJ be included in our analysis:
· Roosevelt Avenue with Minue Street
· Roosevelt A venue with Pekola Terrace/Frederick Street
· Roosevelt Avenue with Orchard Street
· Roosevelt A venue with Blair Road
· Minue Street with Bryla Street/Federal Boulcvard
· Blair Road with Federal Boulevard/Omar Avcnue
· Blair Road with Milik Street

Diagrams will be drawn for use in summarizing the traffic data and identify the potential
development sites within the study area.
Deliverable: A digital image of the most recent aerial photograph of the study area will be used
to establish the street names, existing properties, existing traffic control devises and identify he
boundary of the study area. This aerial photograph will be developed as the "base map" and
used throughout the study to summarize appropriate information.
Task 2 - Review of Existing Reports and Plans
Reports and/or plans provided by the Borough will be reviewed in order to asscss the future
traffic condition along the study roadways. The future conditions will be based upon the
following redevelopment parcels:
· 5-Acre Site on Roosevelt between Orchard and Pekola
· 55-Acre Site on Roosevelt between Pekola and Minue - Shopping Center (550 KSF Retail)
· 90-Acre Site along Federal from Minue to Blair - 1,400-unit, age-restricted village with 9-
hole golf course or a pharmaceutical campus
· 33-Acre Saint Gobain Site
No new traffic data will be collected under this project. The data contained within available
reports will be summarized in graphieal form to be used in developing the future traffic
conditions.
Deliverable: A chapter of the final report will be prepared with tables and figures to summarize
the information gathered in this task. This chapter will be prepared in draft form for review and
comment and ultimately incorporated as a chapter in the final report.
Task 3 - Review Existing Transportation Deficiencies
The existing transportation operational analyses of the capacity of the eXlstmg transportation
infrastructure as prepared by others for various studies throughout the study roadway network
will be reviewed. We will summarize the existing capacity and accessibility of the corridor. The
recommended capacity improvements at various 10cations throughout the study roadway network
will be identified. Our focus will be on the Roosevelt Bridge over the NJ Turnpike and the
intersection of Roosevelt/Minue/Post. We will determine the capacity deficiencies of these parts
of the infrastructure.
Deliverable: A chapter of the report wiJJ be prepared to summarize the findings of this task. A
draft will be pæpared for review and comment. The final version wi]] address comments and be
included as a chapter in the final report document.

Task 4 - Traffic Impacts of Future Development Scenario
The traffic impacts of the future development scenario wi]] be assessed. We wi]] meet with the
Plmmer, Beacon, to diseuss the proposed redevelopment scenarios and gather and review
information about the plmmed and proposed developments in the study area. The information
that wi]] be summarized from these reports will include proposed square footage by Iand use
type, number of residential units, proposed completion year, any proposed traffic operation
modifications or improvements, trip distribution, and vehicular trip generation reductions due to
other transportation modes. We will use the Institute of Transportation Engineers 7''' Edition of
the Trip Generation manual to determine the weekday AM and PM peak hour trips generated by
each site. We will distribute the trips generated by each of the developments along the study
roadway network.
Deliverable: The findings of this task will be prepared in draft format for review and comment.
The final version will address comments and be included as a chapter in the final report
document.
Task 5 - Adjacent Development Impacts
Other developments outside the immediate study area that would create a traffic impact on the
future traffic conditions within the study area will be identified. In order to account for these
developments, a background growth factor wi]] be applied to the existing traffic volumes to
account for other development trips passing through the study area. This background growth
factor would be applied to the through traffie along study roadways to account for the trips from
these adjacent developments outside the study area passing through on Roosevelt Avenue.
Deliverable: The findings of this task will be prepared in draft format for review and comment.
The final version wi]] address comments and be included as a chapter in the final report
document.
Task 6 - Future Roadway Access Scenario
The plmmed and proposed roadway improvements within the study area wi]] be identified. This
will include the proposed improvements to the Turnpikc interchange. We wi]] analyze future
traffic with these improvements. Based upon our analysis of the future traffic under these interim
improvement conditions, additional recommendations will be made for the configuration and
traffic control of the study intersections.
Proposed roadway and intersection improvements will impact the overa]] circulation and traffic
distribution patterns within the study area. These improvements will be accounted for in the
future traffic conditions. Traffic flow diagratTIS will be created to show the distribution of the
trips by the planned and proposed developments under the future roadway configurations added
to the existing base traffic conditions.

traffic volumes for the weekday AM and PM peak hours.
Task 7 - Recommendations
Based upon the results of the previous tasks, we will develop and prioritize the recommended
improvements based upon the traffic demand. The proposed improvements will be categorized
into "near-term" and "long-term" solutions. The "near-term" solutions will be those
recommended improvements that are already approved, funded and designed, but will not be
completed within the next 5 years. The "long-term" solutions are considered to be completed in
more than 10 years and may require right of way acquisition and may require speeial permits.
We will use tax maps provided by the Borough to evaluate the available roadway widths and
designate which properties will be impacted. We will quantify these improvements by category.
The impacts of each category of improvement on the overall roadway network will be quantified
with a Level of Service anaIysis. The analysis developed for this project will be limited to the
weekday AM and PM peak hours. Traffic flow diagrams will be created to summarize the
existing traffic volumes for the typical weekday AM and PM peak hours. The result of this task
will be a compilation of the "near-term" and "long-term" transportation solutions and the
impacts of these improvements on the overall transportation eirculation network.
The benefits of the recommendations will l) serve the transportation demand, 2) baIance system
capacity with travel demand, and 3) provide effective connections to the required transportation
system.
Deliverable: A report chapter summarizing the findings of this task will be prepared in draft
format for review and comment. The final version will address comments and be inc1uded as a
chapter in the final report document.
Task 8 - Cost Estimates
We will develop cost estimates for the proposed improvements recommended in the report. The
eost estimates will be based upon our knowledge and past experience with similar types of
projects. Percentage of the entire cost estimate will be used to estimate the cost of right of way
acquisition, drainage, design, permits, site c1earing and utility relocation.
Deliverable: A chapter of the report inc1uding the cost estimate tables summarizing this task will
be prepared in draft format for review and comment. The final version will address comments
and be inc1uded as a chapter in the final report document.

Task 9 - Develop Report
The product of the work effort described in this Scope of Work will be summarized in the report.
The report will contain summaries of the data collected and analyzed as well as the findings and
recommendations. The report wiU contain graphics, which show the existing conditions and the
recommended improvements. A draft report wiU be prepared for review and comment. The
final report wiU address the comments. We wiU meet with the Borough representatives to
discuss and finalize the document.
Deliverable: The previously prepared technical memorandum wiU be formatted as chapters in the
final report document. Twelve hard copies of the final report and 20 copies of a CD-ROM with
the portable document format (PDF) files wiU be prepared for distribution.
Fee and Schedule
The estimated fee to complete this Scope of Work wiU not exceed $26,435. We propose to
invoice the work on a monthly basis and biU on an hourly basis in accordance with our annual
contract rate sehedule.
We anticipate that the work outlined in this Scope of Work will be completed within three
months of receiving authorization to proceed.
