SUMMARY STATEMENT:
In September of 2004 the City was advised that its wastewater system was at or nearing capacity. Since that time the City has
taken a number of actions, including: engineering analysis, suspension of the issuance of will-serve letters, imposition of a development moratorium, a request of Valley County for a
moratorium in the Impact Area, and direction to the Payette Lakes Recreational Water and Sewer District to suspend the issuance of connection approvals for its collection system.

Hill has concluded an initial analysis of the City’s wastewater collection, treatment, and disposal system and has determined that elements of the existing City sewer system are at or
approaching their respective capacity limits such that the issuance of unrestricted additional service hook-up permits would lead to harmful consequences to the general welfare of the
City and its environs.
This resolution addresses the issue by placing an annual limit on the number of new service connections and by directing the City staff to implement a program
plan, fund, design and construct improvements to the wastewater system.
RECOMMENDED ACTION:
Adopt Resolution 05-15 and authorize the Mayor to sign all necessary documents.
