Adoption of Final Budgets for Fiscal Year 1995 -1996. A. Resolution No. 95-15 ADOPTING THE GENERAL FUND BUDGET FOR THE TOWN OF GULF STREAM FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 1995 AND ENDING ON SEPTEMBER 30, 1996. B. Resolution No. 95 -16 ADOPTING THE WATER FUND BUDGET FOR THE TOWN OF GULF STREAM FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 1995 AND ENDING ON SEPTEMBER 30, 1995. 3 IX. Items for Commission Action Directed at the meeting of September 5th. A. Resolutions 1. #95 -17; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, FLORIDA, URGING THE PALM BEACH COUNTY BOARD OF COUNTY COMMISSIONERS TO POSTPONE ANY REFERENDUM REGARDING THE AGRICULTURAL RESERVE UNTIL A REGULARLY SCHEDULED GENERAL ELECTION; AND PROVIDING FOR AN EFFECTIVE DATE. 2. #95 -18; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, FLORIDA, URGING THE PALM BEACH COUNTY LEGISLATIVE DELEGATION TO SPONSOR LEGISLATION FOR THE LOWERING OF TOLLS ON FLORIDA'S TURNPIKE TO IMPROVE SAFETY ON INTERSTATE 95; AND PROVIDING FOR AN EFFECTIVE DATE. IN THE COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FL. I., Pledge of Allegiance. The Pledge of Allegiance was dispensed with. II. Call to Order. Mayor Koch called the meeting to order at 5:01 P.M. III. Roll Call. Present and participating: Absent with notice: Also present and participating: William F. Koch, Jr Joan K. Orthwein A. Scott Harrington Rita Taylor William Gwynn Robert Schultz Mayor Commissioner Commissioner Vice Mayor Commissioner Town Manager Town Clerk Finance Director Police Chief IV. Reports. A. Town Manager 1. Budget Transfer for Little Club Drainage Improvements. Mr. Harrington explained that an invoice in the amount of $7,327.83 had been received from the Little Club which covers the Town's share of the cost of improvements to the drainage pump system on the Little Club property. He further explained that he had not been made aware that these improvements would be necessary and therefore, they were not budgeted for. He requested that funds for this be transferred from the contingency account to the street expenditures account. Commissioner True moved and Commissioner Orthwein seconded that a transfer of $7,327.83 from contingency to streets be authorized to cover the cost of these drainage improvements. Roll Call: Comm. Orthwein; AYE, Comm. True; AYE, and Mayor Koch; AYE. B. Finance Director 1. Financial Report for August, 1995 William Gwynn presented the report and called attention to several items in the receipts section of the report. He noted that $35,000 had been transferred from the invested funds as is expected at this time of the year, that the figure for revenue from the county gas tax is for a 2 month period, that the revenue figure from the Florida Revenue Sharing covers a 3 month period plus a year end adjustment,, and that the electric franchise revenue figure is the usual one month amount plus an approximate $6,000 annual adjustment. In closing he pointed out that with one month left in the current fiscal year, there is a budget surplus in the amount of $40,516. Commissioner Orthwein moved and Commissioner True seconded that the report be approved as presented and all voted AYE. V. Ordinance No. 95/5; AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, AMENDING ORDINANCE NO. 94/3 RELATING TO UTILITIES AT SECTION 2 SO AS TO PROVIDE AN AMENDMENT TO THE WATER RATES FOR THE OPERATION OF THE WATER DISTRIBUTION SYSTEM FOR THE TOWN; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL OF ORDINANCES IN CONFLICT; PROVIDING FOR CODIFICATION; PROVIDING AN EFFECTIVE DATE. Consideration of Adopted Tentative Millage Rates and Adopted C Tentative Budgets for Fiscal Year 1995 -1996. A. Explanation and discussion of the percentage by which (if any) the tentative millage rate exceeds the rolled back rate. Town Manager Harrington explained that the tentative millage rate does not exceed the rolled back rate of 3.2568. Mayor Koch added that this means no tax increase for yet another year. B. Comment from the Commission and the Public. There was no comment from the public and the commissioners noted that there have been no changes in what is being considered since the last public hearing was held. VII. Adoption of Final Millage Rates for Fiscal Year 1995 -1996. A. Resolution No. 95 -13 ADOPTING THE GENERAL FUND'FINAL MILLAGE RATE FOR THE TOWN OF GULF STREAM FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 1995 AND ENDING ON SEPTEMBER 30, 1996. Commissioner Orthwein moved and Commissioner True seconded that Resolution No. 95 -13 establishing the millage rate for the General Fund at 3.2568 per each $1,000 of taxable value for fiscal year 1995 -1996 be adopted. There was no comment from the public. Roll Call: Comm. Orthwein; AYE, Comm. True; AYE, and Mayor Koch; AYE. B. Resolution No. 95 -14 ADOPTING THE DEBT SERVICE FUND FINAL MILLAGE RATE FOR TOWN OF GULF STREAM FOR FISCAL YEAR COMMENCING OCTOBER 1, 1995 AND ENDING-ON SEPTEMBER 30, 1996. Commissioner Orthwein moved for the adoption of Resolution No. 95 -4 establish- ing the millage rate at .7275 per each $1,000 of taxable value for the debt service fund for fiscal year 1995 -1996. The motion was seconded by Commissioner True. There was no comment from the public. Roll Call: Comm. Orthwein; AYE, Comm. True; AYE, and Mayor Koch; AYE. VIII. Adoption of Final Budgets for Fiscal Year 1995 -1996. A. Resolution No. 95 -15 ADOPTING THE GENERAL FUND BUDGET FOR THE TOWN OF GULF STREAM FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 1995 AND ENDING ON SEPTEMBER 30, 1996. Commissioner Orthwein moved for the adoption of Resolution No. 95 -15 adopt - ign the General Fund Budget in the amount of $1,285,130 for fiscal year 1995 -1996 and the motion was seconded by Commissioner True. There was no comment from the public. Roll Call: Comm. Orthwein; AYE, Comm. True; AYE, and Mayor Koch; AYE. B. Resolution No. 95 -16 ADOPTING THE WATER FUND BUDGET FOR THE TOWN OF GULF STREAM FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 1995 AND ENDING ON SEPTEMBER 30, 1996. Commissioner True moved and Commissioner Orthwein seconded that Resolution No.. 95 -16 adopting the Water Fund budget in the amount of $492,180 for fiscal year 1995 -1996 be adopted. There was no comment from the public. Roll Call: Commissioner Orthwein; AYE, Comm. True; AYE, and Mayor Koch; AYE. Public Hearing and Special Meeting Town Commission- September 20, 1995 page 3 IX. Items for Commission Action Directed at the meeting of September 5th. A. C Inasmuch as the County Commissioners have cancelled the November, 1995 referendum election on this matter, the Town Commissioners felt it to be unnecessary to take action on Resolution #95 -17. 2. #95 -18; A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, FLORIDA URGING THE PALM BEACH COUNTY LEGISLATIVE DELEGATION TO SPONSOR LEGISLATION FOR THE LOWERING OF TOLLS ON FLORIDA'S TURNPIKE TO IMPROVE SAFETY ON INTERSTATE 95; AND PROVIDING FOR AN EFFECTIVE DATE. Commissioner Orthwein moved and Commissioner True seconded that Resolution No. 95 -18 be adopted. Roll Call: Comm. Orthwein; AYE, Comm. True; AYE, and Mayor Koch; AYE. X. Adjournment.
