ARMOUR COMMISSIONER Also attending: Attorney John Randolph; Town Manager William Gwynn; Town Clerk Barbara Gwynn; Police Chief James Greer The Meeting was called to order by Mayor Koch at 9:00 A.M. Upon motion made by Mayor Koch to approve the Minutes for the Special Meeting, July 31, 1981, Commissioner Armour requested that the Minutes show that the hiring of a police officer was an emergency measure which hiring was authorized by the Commission. All were in favor upon the noted change. Mayor Koch stated that Barnett Bank was requesting an increase in interest on the loan made by the Town of Gulf Stream. The increase will go from 4 1/2% to 7 %. Commissioner Armour made the motion to accept the increase of the 7% interest. Vice Mayor LaPorte seconded the motion. Motion passed. Town Manager, William Gwynn, presented the financial reports for the month of July, 1981. There being no questions by the Commission, Commissioner Hunter made the motion for the approval of the Financial Reports. Vice Mayor LaPorte seconded the motion. All were in favor. The Financial Reports are attached hereto and made a part of the Minutes. Town Manager, William Gwynn, stated that he had no discussion on the proposed budget except to notify the Property Appraiser of the tentative millage which would be 7.0218. The date of the first public hearing on the budget is set for September 28, 1981, at 5 :00 P.M. at the Town Hall. Commissioner Armour moved that the Property Appraiser be notified, seconded by Vice Mayor LaPorte. All were in favor. Town Manager, William Gwynn, stated that when he notifies the Property Appraiser, the Property Appraiser will send written notices stating the increase in the millage, and will state the date and time of the public hearing. Chief James Greer then presented the police report for the month of July, 1981. The police report is hereby made a part of the minutes. Chief Greer then told about the paramedic meeting held August 3, 1981. Officer Pete Bucklew then explained what the forming of a paramedic service would entail - the equipment needed, required manpower, cost of operations and the options the Town could take. The Commission felt that Gulf Stream was not financially able to handle a paramedic service. Mayor Koch stated that the three neighboring communities should go together to form a paramedic service, or Gulf Stream should consider going with County. Page Two Commission Meeting August 14, 1981 Town Manager Gwynn informed the Commission that they needed to approve the 1980 -81 extension with Ocean Ridge for the Town's Fire Protection. Commissioner Armour moved for the approval of the extension, seconded by Commissioner Hunter. All were in favor. Town Manager Gwynn read a letter received from Representative Jim Watt. A request was made to appear before a Commission meeting. Mayor Koch stated that a letter should be written stating he would be welcomed anytime, and for a list of the dates of the meetings to be sent with the letter. All were in agreement. Attorney John Randolph explained the recent changes in the Sovereign Immunity Act. This Act increases the limits by which municipalities may be sued under State Law. Town Manager Gwynn then read a letter from Mrs. Thomas Brandt, Secretary for the Board Members and residents of Place Au Soleil, commending Chief Greer and the Police Department for making Gulf Stream a safer community in which to live. Letters from State Senator Don C. Childers and State Representative Ray Libirti were read. These letters were in reply to the Town's position regarding Bethesda Hospital and the City of Boca Raton. Commissioner Hunter reminded the Commission that there was still the problem of having two funds. He felt that the Town should abolish all reference to special funds. Mayor Koch stated that he had always been told that the Town had to have two funds. Town Manager Gwynn said he would check into this matter and have an answer for the Commission. Town Manager Gwynn read a letter from Allen W. Webb, Engineering Assistant, stating that there were County maintained streets located within the municipal limits of the Town of Gulf Stream and that by Resolution 81 -805, they would be transferred from the County Road System to the City Street System. The Resolution listed the streets to be transferred. Mayor Koch instructed the Town Clerk to write a letter stating that Gulf Stream would not accept the roads until they were in first class condition. Commissioner Armour moved to accept the Resolution, conditional that the roads would be fixed. All were in agreement. Meeting adjourned 9:55 A.M. Barbara Gwynn, own Clerk r M F4�k. Brandt Secretary A2— l3ws Journal, Jul 9 to July 15, 1981 _ eek Gyps arrested in Gu f Stream GULFSTREAM — The "queen of the Gypsies" was apprehended —at least for a little while — Sunday, ` o July 7 in Gulf Stream.' She was doing her job and they were doing theirs, says Police Chief Jimmy Greer, so the Gulf Stream police arrested Maria Lakatos for ,;,burglarizing a luxury home there. Greer said she was also wanted for six other burglaries and assaulting a police officer in Gulf Stream. Lakatos, self - described to the Gulf Stream police as a veteran burglar, told police she makes a living along with other Polish gypsies flying to cities on Florida's Gold Coast for a .weekend of burglaries, Greer said. Lakatos was arrested Sunday after a suspicious car was seen by policeman Joseph Stocks, who like other Gulf Stream police has been on the alert for a female gypsy burglar with a rented car since April ,28, Greer said. * , : ; . Stocks saw the car leave the driveway of 2925 Polo Dr. and return. As he approached the car, the woman inside leaned on the horn and a man and woman ran from the house across the nearby golf course, dropping expensive goods behind. About $8,000 of stolen property was recovered from the burglary scene, aoms CC which was carried In pillow cases. " `Lakatos 'was booked and heldfor ;100,000 bond in to burglary. Greer said she goes by os�Ijber 15 other alias. "She told me she' only spent three days in jail for all f her life," Greer said. "They're professionals. This is their living." Greer said his department had information on the "queen of the gypsies' since April and has been on the lookout ever since a similar burglary there. "I had her picture and fingerprints laying right on my desk when they arrested her," he . . said. The Gulf Stream police department is still investigating the whereabouts* of the two people, a man and a woman, who escaped the scene. "We've got possible hints all over the country," he said. Greer attributes Lakato's arrest to a team effort of the Gulf Stream police who were working undercover to solve this case. " y guys are on the 6a11;' he said. . Gulf Stream police can be proud again Less than six months ago, the Gulf Stream Police Depart- ment was on its knees. Today, it is standing proud. Most of 1980 was a nightmare. The force was without a leader, Its last chief forced from the job by intense political pressure. The department's troubles were deep and seemingly insurmountable. Then Jimmy Greer became chief and Apparently turned things around, or rather upside down. Profesionalism has, been restored to the force. Neighboring police officers are be- ginning to speak well of their counterparts in Gulf Stream. In March, Gulf Stream officers solved five burglaries in a week and arrested two juveniles and two adults, who later were charged with two more burglaries in nearby Delray Beach. "The police are becoming very active in Gulf Stream," a Delray Beach captain said. "Their aggressiveness has certain- ly helped ... " Last week a nifty bit of detective work resulted in anoth- er impressive arrest in Gulf Stream. Ever alert since a tip after an April burglary of a posh residence, Maria Lakatos was arrested in a par in the drive- way of another big home. Police suspect she is part of a band of Gypsies responsible for innumerable burglaries along the Gold Coast and around the country. Once again, another community benifited. The woman ,was wanted by Oakland Park, a Fort Lauderdale suburb, in connection with six burglaries and an assault on a police offi- cer. "Those people gave us a lot of trouble," an appreciative Oakland Park detective said. It looks like the Gulf Stream Police Department will be giving a'lot of crooks plenty of trouble. R -81- 351 RESOLUTION OF THE PALM BEACH COUNTY BOARD OF COUNTY COMMISSIONERS, PALM BEACH COUNTY, FLORIDA, TRANS- FERRING ROADS UNDER THE COUNTY ROAD SYSTEM TO THE CITY ROAD SYSTEM UNDER THE CONTROL AND AUTHORITY OF THE TOM OF GULFSTREAM. WHEREAS, Section 335.04 Florida Statutes requires the functional classification of roads within the State of Florida and, as a result of such classification the transfer of authority and Jurisdiction of certain roads from the road system of one governing body to the road system of another governing body; and WHEREAS, certain roads within the municipal limits of the Town of Gulfstream are scheduled for transfer from the County Road System to the City Street System in keeping with said functional classification and the definition of the two systems as provided by Section 334.03 Florida Statutes, and said roads are listed as follows: 1. Sea Road - (From A1A West to the Intra - Coastal Waterway). NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF PALM BEACH COUNTY, FLORIDA, that: 1. All jurisdiction, control, title or interest of Palm Beach County in and to the above stated roads classified as part of the City Street System is hereby transferred to the Town of Gulfstream upon receipt of a resolution from the City accepting the jurisdiction of the roads. 2. The Chairman and Clerk of this Board are hereby authorized to execute any County Deeds or other documents which may be requested by the city to assure all interests of the County are transferred, including assignments of all maintenance, utility and railroad crossing agreements. 3. County Attorney and County Engineer are hereby authorized to deliver said County Deeds and assignments, and any other items, including right of way maps and surveys requested by the Town pursuant to the transfer of control. 4. Upon receipt of a Resolution from the Town of Gulfstream accepting jurisdiction of the above referenced roads, the County Engineer shall notify the Florida Department of Transportation that the roads have been turned over to the Town. The foregoing resolution was offered by Commissioner Bailey , who moved its adoption. The motion was seconded by Commissioner Koehler , and upon being put to a vote, the vote was as follows: FRANK H.
