HomeMy Public PortalAbout2022-03-071 REGULAR COUNCIL MEETING, MARCH 7, 2022 CALL TO ORDER Mayor Carrie Tergin called the March 7, 2022 City Council meeting to order at 6:02 P.M. ROLL CALL The f ollowing Councilmembers were present for roll-call: Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spicer, Vogt, Ward, and Wiseman Absent: Spencer ADOPTION OF THE AGENDA A motion was made by Councilmember Wiseman and seconded by Councilmember Schreiber to adopt an amended agenda, adding item 4(a.) Emergency Preparedness Week Announcements. The motion passed unanimously. MISCELLANEOUS AGENDA ITEMS Nicholas Tietsort, Director of Cole County Emergency Management Agency, Fire Chief Matt Schofield, and Police Captain Eric Wilde announced Missouri Severe Weather Preparedness W eek is March 7 – 11. There will be a state-wide tornado drill on Tuesday, March 8th at 10:00 A.M. Mayor Tergin encouraged everyone to participate in the drill and emphasized the importance of being prepared for a tornado. Captain Wilde reminded everyone that the outdoor tornado sirens are meant to be heard outdoors. There are alerts to be heard indoors such as local news and weather apps, and the RAVE911 app to name a few. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF City Council committee announcements: • Committee on Administration – The next meeting is scheduled for April 6th, 7:30 A.M. 2 REGULAR COUNCIL MEETING, MARCH 7, 2022 • Finance Committee – There was an ARPA funds public comment session at the February 21st City Council meeting. The committee and City Staff will be working on a schedule for future ARPA funds discussions. • Public Safety Committee – Nothing to report at this time. • Public Works & Planning Committee – The next scheduled meeting is Thursday, March 10th at 7:30 A.M. Mayor’s announcements: • Mayor Tergin wished Councilmember Wiseman a happy birthday. The 2018 Building Code Review Process - Public Open House schedule was provided by City Planning Manager Eric Barron. The open house is scheduled for March 24th. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Stacy Landis, Student Representative, was not in attendance. Accepting a $64,705 Grant from MO Dept. of Public Safety to Jefferson City Police Department for the Purchase of Personal Protective Kits and Training to Officers c. Declaring Certain City-Owned Personal Property Surplus and Authorizes the Disposition by Sale through Auction – Three Police Vehicles d. Authorizing Change Order #1 with Central Missouri Professional Services for Project No. 32145 – MSP Parkway Design in the Amount of $198,900 (Chestnut St. Extension) Councilmember Lester motioned and Councilmember Wiseman seconded the motion to approve the above consent agenda items. The motion passed unanimously. BILLS INTRODUCED 2021-087 sponsored by Councilmember Lester AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 5.27 ACRES LOCATED IN THE 2400 BLOCK OF INDUSTRIAL DRIVE FROM M-2 GENERAL INDUSTRIAL TO C-2 GENERAL COMMERCIAL. 2021-088 sponsored by Councilmember Lester 3 REGULAR COUNCIL MEETING, MARCH 7, 2022 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, ACCEPTING AND APPROVING THE FINAL SUBDIVISION PLAT OF MEL’S CAFE SUBDIVISION, A SUBDIVISION OF THE CITY OF JEFFERSON MISSOURI. 2021-089 sponsored by Councilmember Hensley AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE 2021- 2022 BUDGET OF THE CITY OF JEFFERSON, MISSOURI, BY APPROPRIATING ADDITIONAL FUNDS FROM THE GENERAL FUND. Councilmember Hensley requested to suspend the rules and take up bill 2021-089 for third reading and passage. With no objection, bill 2021-089 was third read by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16210: Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spicer, Vogt, and Ward Nay: Wiseman Absent: Spencer BILLS PENDING There were no bills pending at this time. INFORMAL CALENDAR There was nothing on the informal calendar at this time. RESOLUTIONS RS2021-27 sponsored by Councilmember Wiseman A RESOLUTION AUTHORIZING THE CITY TO EXECUTE AN AGREEMENT WITH EVERGREEN SOLUTIONS, L.L.C., FOR A COMPENSATION STUDY Gail Strope, Human Resources Director, presented the resolution. Councilmember Lester motioned to adopt RS2021-27. Councilmember Ward seconded the motion. The motion passed by the following roll-call vote: Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spicer, Vogt, and Ward Nay: Wiseman Absent: Spencer RS2021-28 sponsored by Councilmember Lester A RESOLUTION OF THE CITY OF JEFFERSON, MISSOURI APPROVING A SPECIAL 4 REGULAR COUNCIL MEETING, MARCH 7, 2022 EXCEPTION PERMIT FOR A SMALL WIRELESS FACILITY ON RIGHT-OF-WAY LOCATED AT 818 MONTANA STREET Eric Barron, City Planning Manager, presented the resolution. Councilmember Ward requested City Staff to follow up with the vendor and/or Ameren UE to find out why existing utility poles were deemed unusable, and new poles were required. Mr. Barron indicated that the special exception permits must go through a public hearing process, which is scheduled for the next City Council meeting on March 21st. Therefore, the resolution isn’t eligible for passage until the March 21st City Council meeting. Councilmember Lester motioned to postpone action on RS2021-28 until March 21, 2022 City Council meeting. Councilmember Ward seconded the motion. The motion to postpone action passed by the following roll-call vote: Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spicer, Vogt, Ward, and Wiseman Nay: None Absent: Spencer RS2021-29 sponsored by Councilmember Lester A RESOLUTION OF THE CITY OF JEFFERSON, MISSOURI APPROVING A SPECIAL EXCEPTION PERMIT FOR A SMALL WIRELESS FACILITY ON RIGHT-OF-WAY LOCATED AT 917 JACKSON STREET Eric Barron, City Planning Manager, presented the resolution. APPROVAL OF FEBRUARY 7 CLOSED SESSION MINUTES Councilmember Lester motioned and Councilmember Vogt seconded the motion to approve the February 21, 2022 closed session minutes. The motion passed by the following roll-call vote. Aye: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spicer, Vogt, Ward, and Wiseman Nay: None Absent: Spencer UNFINISHED BUSINESS There was no unfinished business at this time. ADJOURNMENT A motion to adjourn was made by Councilmember Wiseman, seconded by Councilmember Spicer, and approved unanimously at 6:45 P.M.
