Order. Mayor Koch called the meeting to order at 10:30

IV. Resignation of Town Manager Harrington, Mayor Koch called
attention to a letter of resignation from Mr. Harrington. He and
the members of the Commission expressed regrets at his leaving but at
the same time stated they were happy for him being able to re- settle in
an area that is of his choosing. The Commissioners assured Mr.
Harrington that they understood his decision, since this will be a step
up in his career.
Mr. Harrington advised that it was a difficult decision as he is very
happy with his position in Gulf Stream. He stated that it had truly
been a pleasure to work with the Commission, Architectural Review and
Planning Board and members of the community. He thanked the Commission
for giving him this opportunity so early in his career.
Commissioner Hopkins moved to accept Mr. Harrington's resignation,
effective July 24, 1997, with deep regret. The motion was seconded by
Commissioner Orthwein and all voted AYE at roll call.

Town Manager Harrington reported that this program is designed to make
retired members of the city and county management profession available
to help solve administrative concerns and assist elected officials in
the selection process to fill vacancies. He advised that these persons
receive no remuneration and their per diem expenses are paid through the
Associations, resulting in no cost to the Town. Mr. Harrington stated
that from speaking with the Commissioners he got the impression that it
was their desire to expedite the selection process. He believed that
this could be accomplished by seeking the assistance of a Range Rider.
Mr. Harrington added that if this the desire, it would be necessary for
the Range Rider to have a direct contact with a Town Official or staff
member. The Town Manager advised that the Range Rider in this region is
Mr. Richard L. Black and that he resides in Ft. Lauderdale. He called
attention to a summary of Mr. Black's experience. Mr. Harrington
suggested that if the Commission was interested in exploring this
possibility, that a meeting with Mr. Black and the Commission be
scheduled for early next week.
Mayor Koch and the Commissioners indicated that they would like to at
least meet Mr. Black to explore the program a little further.
Commissioner Lynch stated that he would not be able to return in time
for a meeting and questioned if it would be possible for him to call Mr.
Black directly. Town Manager Harrington stated this would be
acceptable.,
In answer to a question from Commissioner Hopkins, Mr. Harrington
advised that the Commissioners would be able to speak individually to
Mr. Black and any of the future candidates but that they could not speak
with one another unless it is in a public meeting.
Mr. Harrington asked when a Special Meeting could be held and the
Commissioners agreed on two dates, June 30, 1997 at 10:30 A.M. or July
1, 1997 at 2 P.M. The Town Manager advised that the staff would advise
each Commissioner of which time is selected.
�? VI. Adjournment, Mayor Koch adjourned the meeting at 11:05 A.M.

NOTICE OF APPLICATION FOR DEVELOPMENT APPROVAL
NOTICE IS HEREBY GIVEN that the Architectural Review and Planning Board
of the Town of Gulf Stream will hold a Public Hearing on Friday, July 11,
1997, at 8:30 A.M., and the Town Commission will hold a Public Hearing on
Friday, July 18, 1997, at 9:00 A.M., both in the Commission Chambers of the
/ Town Hall, 100 Sea Road, Gulf Stream, Florida, at which the following will
be considered:
An application submitted by William Wietsma, as agent for Leslie and
Ann Heilakka, the owners of the property located at 3 Driftwood
Landing, Gulf Stream, Florida, which is legally described as Lot 7,
Driftwood Landing subdivision, requesting a Land Clearing permit and a
Level 3 Architectural /Site Plan Review to permit the construction of a
one - story, single family dwelling consisting of 5,899 square feet and a
pool and spa.
The Architectural Review and Planning Board shall make a recommendation to
the Town Commission, and the Town Commission shall make a final decision
regarding the subject application at their respective meetings noticed
above. These meetings may be adjourned from time to time and place to place
as may be necessary to hear all parties and evidence.
The complete application materials are on file in the Office of the Town
Clerk located at 100 Sea Road, Gulf Stream, Florida 33483, and may be
reviewed during regular business hours, which generally include non - holiday
weekdays from 9:00 A.M. to 4:00 P.M.

LTD., as agent for Thomas T. and Linda R. Walsh, the owners of the
property located at 3030 N. Ocean Blvd., Gulf Stream, Florida, which is
legally described as the South 25 feet of Lot 37 and all of Lot 38,
Gulf Stream Properties subdivision, requesting a; 1) North Ocean
Boulevard Landscape Disturbance Permit; 2) Land Clearing Permit; 3)
Variance to maintain an accessory structure in the absence of a primary
structure; 4) Variance to maintain a non - conforming guest house which
encroaches 2.2' into the minimum 15 foot north side setback and 3.9'
into the minimum 30' west side setback; and 5) Level 3
Architectural /Site Plan Review to permit the demolition of the existing
dwelling and pool, the retention of the existing non - conforming guest
house, and the construction of a two - story, single family dwelling
consisting of 7,438 square feet at the location described herein.
The Architectural Review and Planning Board shall make a recommendation to
the Town Commission, and the Town Commission shall make a final decision
regarding the subject application at their respective meetings noticed
above. These meetings may be adjourned from time to time and place to place
as may be necessary to hear all parties and evidence.
