Call to Order. Mayor Koch called the meeting to order at 10:30 A.M. II. Pledge of Allegiance. The Pledge of Allegiance was led by Mayor Koch. �IMi��M9 Present and William F. Koch, Jr. Participating: James E. Cross Robert W. Hopkins II Joan K. Orthwein Absent with Notice: William A. Lynch Also Present and E. Scott Harrington Participating: Rita L. Taylor Richard L. Black Mayor Commissioner Commissioner Commissioner Commissioner Town Manager Town Clerk FCCMA Representative IV. Process for selection of a Town Manager, Mayor Koch introduced Mr. Richard Black who serves as a volunteer in a management assistance program sponsored by the Florida City and County Management Association in cooperation with the Florida League of Cities and the International City Management Association. He reminded that the Commission had directed that this meeting be held to get acquainted with Mr. Black and explore the possibility of seeking his help with the selection of candidates for the Town Manager position. He then asked Mr. Black to explain how he functions in this type of situation. Mr. Black began by explaining that the volunteers in this program receive no remuneration and their per diem expenses are reimbursed by the FCCMA. He advised that the volunteers are retired managers who are available to discuss developments in the management field and professional concerns of the managers that include such topics as relations with councils, career changes, selection of managers, professional management techniques, charter questions, financial and budgetary problems, staff reorganization and training, and questions of professional ethics. Mr. Black stated that he has an understanding of Town Commission- Special Meeting June 30, 1997 page 2 the type of town that Gulf Stream is, since he was at one time the Village Administrator of Bronxville, New York, which is similar. He further advised that he had been City Administrator at Englewood, New Jersey and Webster Groves, Missouri and County Administrator in Charleston County, South Carolina and Richland County, South Carolina. Turning to the selection of a process for choosing a Town Manager, Mr. Black advised that often times a governing body will want to advertise nation wide, or state wide which would yield from 50 to 150 applications. If this method were to be used, he stated that a panel of managers would be selected to evaluate the applications and bring 6 to 15 forward for consideration by the governing body and finally to a smaller number for an interview process, he said. Mr. Black continued, advising the other method is by selective recruitment. He stated that the organizations provide lists of managers in transition and their background. He stated that this would enable him to select some possible candidates whose previous experience would be compatible with the needs of Gulf Stream. He further advised that in speaking with Mr. Harrington, he had learned that Mr. Harrington would provide the names of others who may be qualified and interested, and that there may also be applications received through the mail as a result of recent news articles and from in- house. The members of the Commission agreed that they would prefer the selective recruitment method in that they wanted to fill the position as soon as possible so the new manager would possibly have a few days with Mr. Harrington. Mr. Black advised that the next step would usually be to prepare a job description using input from the Town Commission but that he felt that to be unnecessary in that the Town has job descriptions for Town Manager and Planning, Building and Zoning Administrator which could be joined to describe the current position of Town Manager. Mr. Black believed that with the selective recruitment method, he and Mr. Harrington could review the applications in a few days and have not more than 6 for the Commission to interview. Town Manager Harrington suggested that the Commission discuss what they would like to see in a Manager. He advised he would be glad to leave the room so no one would hesitate to bring up things that they would rather see changed. The Commissioners indicated they were satisfied and it would not be necessary to hold discussion on this matter. Town Commission - Special Meeting June 30, 1997 page 3 Commissioner Hopkins believed the selection process should be moved along as quickly as possible and asked Mr. Black how soon he would be able to schedule interviews. Mr. Black believed that July 7th could be set as the deadline for receiving resumes with a review completed on July 8th. He believed interviews could be set for July 10, 1997. He suggested that the Commissioners plan to devote the entire day for interviews, scheduling them one hour apart. The Commissioners were agreeable to this date and also agreed that the interviews should be held in front of the entire Commission, open to the public. They directed Mr. Harrington and Mr. Black to move ahead with the selective recruitment on the schedule agreed upon. V. Adjournment, Mayor Koch adjourned the meeting at 11:40 A.M. Rita L.
