I. Call to Order. Mayor Koch called the meeting to order at 8 A.M. C II. Pledge of Allegiance. The Pledge of Allegiance was led by Mayor Koch. III. Roll Call. Present and William F. Discussion of the Town Manager Interview Process., Richard Black briefly outlined the interview procedure, suggesting that each interview begin with an introduction of Commission Members by the Mayor. He advised that the same basic questions should be asked of each candidate in an orderly fashion, i.e. going around the table. Mr. Black called attention to a list of suggested interview questions he had prepared and added that the tone and direction of the interviews will be produced, in most cases, by the chemistry which develops through the exchange of questions and answers between the candidates and the interviewers, resulting in a departure from the recommended battery of basic questions. Mr. Black further suggested that a maximum of SO minutes be allowed for each interview and that each be rated so that at the end of the interview schedule, each Commissioner will have a first, second and third choice. Mr. Black advised that the interviews should focus on the candidates qualifications for the job and personal questions should be avoided. In answer to a question from Commissioner Hopkins as to how he determined which candidates should be interviewed, Mr. Black replied that he used the Town's job descriptions for Town Manager and Plannitg & Zoning Administer and information he obtained by Town Commission - Special Meeting July 11, 1997 Page 2 talking to Mr. Harrington to prepare a profile of a mix of administration and planning, and then picked the 6 persons whose resumes fit the profile. Mr. Harrington stated that while the manager is responsible for overall C operation of the town, he has been more of a project manager. He added that design and architecture are more important in Gulf Stream than strict planning. V. Town Manager Applicant Interviews. The Commissioners conducted interviews in the following order: 1) Diane Dominguez at 8:30 A.M; 2) Terry Virta at 9:30 A.M.; 3) Colin P. Baenziger; 10:30 A.M.; 4) Susan R. Boyer at 12:30 P.M.; 5) Kristin Kern Garrison at 1:30 P.M; and Robert L. Norris at 2:30 P.M. Lunch was served at 11:30 A.M. At the completion of the interviews, a discussion was held and Kristin Kern Garrison was unimously selected as number one with Susan R. Boyer unanimously selected as number two. Mr. Black suggested that at this point, Mayor Koch should check references for Mrs. Garrison and, conditioned on a favorable result, a meeting should be scheduled with Mrs. Garrison to discuss salary and benefits. The Commissioners agreed to hold a special meeting on Thursday, July 17, 1997 at 3 P.M. for this purpose. They also agreed that should it be necessary to select a third choice, they would like to hold additional interviews, either with some of the candidates that had been interviewed or some that had not been selected for the first interview. A brief discussion was held regarding salary, etc. and the consensus was to stay near the package that Mr. Harrington now has. Following the Pledge of Allegiance, the Town Clerk administered the Oath of Office to William A. Lynch who had been recently appointed to serve as a Town Commissioner to fill the vacancy created by the resignation of Alan I. Armour. III. Present and William F. Report on results of background and reference check Regarding Town Manager candidate -Mayor Koch. Mayor Koch advised that he had completed the reference check on Mrs. Garrison, the Commission's first choice for the position of Town Manager to replace Mr. Harrington. He stated that all references were positive and there was nothing negative apparent in the background check. V. Discussion of Town Manager salary and benefits. Mayor Koch suggested that an annual salary of $62,000, with an evaluation to follow in six months, be offered to Mrs. Garrison along with a $300 per month car allowance, 20 days vacation and all other benefits to be the same as those received by all employees. He added that this is basically the same package that Mr. Harrington is receiving. The Commissioners were agreeable to this. Commissioner Hopkins asked for an explanation of how the "merit bonus" in the employee salary structure is arrived at. Town Manager Harrington explained this in detail and suggested that Commissioner Hopkins meet with him after the meeting to review the spread sheets detailing this, which were in his office. Town Commission - Special Meeting June 17, 1997 Page 2 Mrs. Garrison arrived at this point and the salary and benefit package was offered to her. Mrs. Garrison was agreeable to the package but added that she had been giving additional thought to the commitment of a minimum 5 year tenure in Gulf Stream. She stated that she had no problem with this provided it is agreed that she be free to continue her associations with the various professional organizations with which she is involved, as well as the State and County Municipal Leagues and Planning organizations. Mrs. Garrison explained that while there are, and will be, many challenges in Gulf Stream, she does not want to become stagnant. She felt that by remaining active in the various professional organizations she will be kept abreast of current trends, proposals and mandates that will be of benefit to the Town as well as to herself. She assured the Commissioners that duties of the Town will most certainly take precedence over meetings and activities of the various organizations. The Commissioners were agreeable to Mrs. Garrison's request. VI. Appointment of Town Manager. Commissioner Orthwein moved that Kristin Kern Garrison be appointed Town Manager to serve at the pleasure of the Commission and the motion was seconded by Commissioner Cross. Roll Call: Comm. Mayor Koch then asked the Town Clerk to Read Resolution No. 97 -5, A RESOLUTION OF APPRECIATION TO RICHARD L. BLACK, RANGE RIDER, FROM THE TOWN COMMISSION OF THE TOWN OF GULF STREAM. The Resolution expressed appreciation to Mr. Black for the outstanding job he did in helping the Gulf Stream Commission develop and conduct a highly successful search for a new Town Manager. In addition, it was resolved that a two hundred dollar donation would be made by the Town of Gulf Stream to the Florida City & County Management Foundation in the name of Richard L. Black. Commissioner Lynch moved for the adoption of Resolution No. 97 -5 and Commissioner Cross seconded the motion. Roll Call: Comm. Orthwein; AYE, Comm% Cross; AYE, Comm. Lynch; AYE, Comm. Mr. Black responded by stating that he had been pleased to assist and that he appreciated the cooperation he had received from the staff and members of the Commission during the process. He added that this process was handled better than any he had been involved with, and thanked the Commission for the contribution being made in his name.
