Lynch PUBLIC HEARING AND SPECIAL MEETING BEING HELD BY THE TOWN COMMISSION OF THE TOWN OF GULF STREAM ON FRIDAY, SEPTEMBER 26, 1997, AT 5:01 P.M., IN THE COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. F.S.S. 286.0105 MINUTES OF THE PUBLIC HEARING AND SPECIAL MEETING HELD BY THE TOWN COMMISSION OF THE TOWN OF GULF STREAM ON FRIDAY, SEPTEMBER 26, 1997, AT 5:01 P.M., IN THE COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF STREAM, FLORIDA. I. Call to order. Mayor Koch called the meeting to order at 5:01 P.M. II. Pledge of Allegiance. The Pledge of Allegiance was led by Mayor Koch. III. Roll Call. Present and William F. Koch, Jr. Mayor Participating: Joan K. Orthwein Vice Mayor William A. Lynch Commissioner Absent with James E. Cross Notice: Robert W. Hopkins II Also Present and Kristin K. Garrison Participating: Rita L. Taylor William Thrasher Robert Schultz Richard Ackerman Dale Bicknell IV. Commissioner Commissioner Town Manager Town Clerk Finance Director Police Chief Risk Mgmt. Associates Risk Mgmt. Associates A. Explanation and discussion of the percentage by which the tentative millage rate exceeds the rolled back rate. Mayor Koch asked Finance Director William Thrasher to make this explanation. Mr. Thrasher announced that the tentative millage rate is $4.0856 per $1,000 of assessed value which is technically an increase of 13.7% over the rolled back rate but actually will amount to the same amount of tax dollars that were collected last year. He explained that the General Obligation Bond has been satisfied and that the money that the Town has been collecting for this purpose is being added to the General Fund Budget to increase the Unreserved Fund Balance. Mr. Thrasher advised that no additional increases are expected in the General Fund Millage Rate within the next 3 to 5 years. Public Hearing & Special Meeting Town Commission - September 26, 1997 page 2 Mr. Thrasher advised that there are no changes proposed to the adopted tentative General Fund Budget in the amount of $1,433,110 or in the adopted tentative Enterprise Fund Budget (Water Fund) in the amount of $500,750. He once again advised that while there is no increase in consumer water rates provided this year, there is expected to be an increase of 8% to 10% next year as the City of Delray Beach has been increasing rates by 2% per year for the past several years and Gulf Stream has not had an increase during that time. B. Comment from the Commission and the Public. The members of the Commission stated they were satisfied with the budgets as presented, and there was no comment from the Public. V. 1997 -1998, Commissioner Orthwein moved and Commissioner Lynch seconded that the Final Millage Rate of $4.0856 per $1,000 of appraised value be adopted for Fiscal Year 1997 -1996. Roll Call: Comm. Orthwein; AYE, Comm. Lynch; AYE, and Mayor Koch; AYE. VI. Adoption of the FINAL BUDGETS for Fiscal Year 1997 -1998, A. General Fund Commissioner Lynch moved and Commissioner Orthwein seconded that the General Fund Budget in the amount of $1,433,110 be adopted for Fiscal Year 1997 -1998. Roll Call: Comm. Orthwein; AYE, Comm. Lynch; AYE, and Mayor Koch; AYE. B. Enterprise Fund (water) Commissioner Lynch moved to adopt the budget for the Enterprise Fund for Fiscal Year 1997 -1998 in the amount of $500,750 and Commissioner Orthwein seconded the motion. Roll Call: Comm. Orthwein; AYE, Comm. Lynch; AYE, and Mayor Koch; AYE. VII. Ordinances for Second Reading and Adoption. A. No. 97 -4; AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE GENERAL FUND FINAL MILLAGE RATE FOR THE TOWN OF GULF STREAM FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 1997 AND ENDING ON �. SEPTEMBER 30, 1998. U' Commissioner Orthwein moved and Commissioner Lynch seconded that Ordinance No. 97 -4 be adopted on second reading after it had been read in it's entirety by the Town Clerk. Roll Call: Comm. Orthwein; AYE, Comm. Lynch; AYE, and Mayor Koch; AYE. B. No. 97 -5; AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE GENERAL FUND BUDGET FOR THE TOWN OF GULF STREAM FOR THE FISCAL YEAR COMMENCING ON OCTOBER 1, 1997 AND ENDING ON SEPTEMBER 30, 1998. Public Hearing & Special Meeting Town Commission - September 26, 1997 page 3 The Town Clerk read Ordinance No.97 -5 in it's entirety and Commissioner Lynch moved that Ordinance No. 97 -5 be adopted on second reading and Commissioner Orthwein seconded the motion. Roll Call: Comm. Orthwein; AYE, Comm. Lynch; AYE, and Mayor Koch; AYE. C. No. 97 -6; AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH COUNTY, FLORIDA, ADOPTING THE WATER CFUND BUDGET FOR THE TOWN OF GULF STREAM FOR FISCAL YEAR COMMENCING ON OCTOBER 1, 1997 AND ENDING ON SEPTEMBER 30, 1998. A motion was made by Commissioner Lynch, which was seconded by Commissioner Orthwein, to adopt Ordinance No. 97 -6 on seconded reading after it was read in it's entirety by the Town Clerk. Roll Call: Comm. Orthwein; AYE, Comm. Lynch; AYE, and Mayor Koch; AYE. There was no comment from the Public regarding any of the ordinances. VIII. Insurance Cost Review and Recommendation. Finance Director Thrasher advised that a firm quotation had been received from Risk Management Associates, Inc. to provide liability and worker's compensation coverage that is comparable to the current coverage with the Florida Municipal Insurance Trust for a savings of approximately $13,320 per year. He further advised that he had spoken with 6 different municipalities who have similar coverage with Risk Management Associates, Inc. and received a very good recommendation from them as is shown in the memorandum to the Commission dated September 26, 1997. Mr. Thrasher explained that RMA is the exclusive agent and program administrator for the Florida Cities Program which provides Property and Liability insurance coverage through Coregis Insurance Company and Worker's Compensation insurance through Governmental Risk Insurance Trust. Town Manager Garrison stated that in view of the material Mr. Thrasher had gathered, she and Mr. Thrasher are recommending that this insurance coverage be purchased from Risk Management Associates, Inc. Mayor Koch then recognized Mr. Dale Bicknell, Area President, and Mr. �j Richard Ackerman, Sr. Account Executive, with Risk Management Associates, Inc. Mr. Bicknell and Mr. Ackerman asked the Commissioners if they had any questions. There being none, Mr. Bicknell and Mr. Ackerman thanked the Commission and commended Mr. Thrasher for his cooperation in this matter, adding that they are pleased to have the Town of Gulf Stream as their client. Public Hearing & Special Meeting Town Commission- September 26, 1997 page 4 Commissioner Lynch moved and Commissioner Orthwein seconded that the Town change the Property and Liability, and the Worker's Compensation coverage from the Florida Municipal Insurance Trust to the Risk Management Associates, Inc. Roll Call: Comm. Orthwein; AYE, Comm. Lynch; AYE, and Mayor Koch. Town Manager Garrison and Mayor Koch complimented Mr. Thrasher on the analysis work he did in regard to making this insurance change. IX. Adjournment.
