SUMMARY STATEMENT:
At the January 27, 2005 meeting,
the City Council agreed to conduct the evaluation process for the City Manager by preparing a list of six or seven essential duties performed by the position and assigning a performance
ranking to each. The Council agreed to discuss their performance rankings and make a recommendation of whether to approve a merit based increase based upon the performance of the City
Manager.
RECOMMENDED ACTION:
Discuss the performance evaluation of the City Manager and determine whether or not to recommend a merit based increase in salary based upon the
performance of the City Manager.

SUMMARY STATEMENT:
This is the time of year when all City
employees participate in the Annual Summary of Performance Review, the final step in the Performance Management process. As a result, it is time for the Council to evaluate the City
Manager, Lindley Kirkpatrick’s performance during the evaluation period.
The Performance Management process used by City employees is as follows:
Phase I
Employees complete Core Expectations
of Managers and Supervisors form and submit it to their supervisor’s manager who in turn summarizes the comments into one document. Employees also complete the Continuous Improvement
Goals and Self Appraisal forms and submit them to their manager/supervisor prior to the Annual Performance Review meeting.
Phase II
Managers/Supervisors use the Core Expectations of
Managers and Supervisors (if applicable), Position Specific Expectations, Continuous Improvement Goals, Self Appraisal, and Expectations of Every City Employee to complete the Annual
Summary of Performance form. Managers/Supervisors meet with their direct reports to formalize and summarize discussions that have occurred regarding the employee’s performance during
the review period.
RECOMMENDED ACTION:
Begin the evaluation process for the City Manager and schedule a meeting with Mr. Kirkpatrick in order to complete the Performance Management
process.
