SUMMARY STATEMENT:
At the January 27, 2005 meeting, the City Council asked staff to
prepare an agenda bill to discuss the City policy of the use of unmarked Police Vehicles.
Attached is a memo from the Police Chief to the City Manager explaining the current policy
and the rationale for its adoption. At the January 12, 2005 meeting, the Police Advisory Committee discussed the use of unmarked police vehicles and voted to endorse the vehicle use
policy addressed in the memo. Also attached are emails documenting a couple of recent instances where this policy has resulted in more efficient service.
RECOMMENDED ACTION:
Endorse
the existing policy regarding use of unmarked police vehicles.

Adopted a policy allowing three unmarked vehicles for
the Police Department, requiring that a supervisor be on-call and able to respond within a reasonable time at all times, requiring that unmarked vehicles not be used for personal business,
and requiring that family members not be transported in the unmarked vehicles for regular transportation.
