It is staff’s recommendation that surplus fund balances in the Library, Recreation and Airport Funds be used only in their respective funds. Council has recently expressed a desire to fund an Impact Fee Study and other costs associated with the adoption of impact fees. Substantial expenditures are necessary in the Sewer Fund, including a new Facilities Plan, I&I removal, and other capacity improvements. Council has historically expressed a strong interest in paving additional streets. Council has also expressed a desire to provide $15,000 for a county-wide Housing Needs Assessment, although no commitments are in place. Staff recommends that the Surplus Fund Balance in the Airport Fund be reserved for future airport land acquisition. Staff would like to provide detailed recommendations for prioritized expenditure of the Surplus Fund Balances, based on general direction from Council. What is the Council’s general intent regarding Surplus Fund Balances?  RECOMMENDED ACTION: Identify general Council priorities and direct staff to provide a detailed, prioritized recommendation for the use of Surplus Fund Balance.
