SUMMARY STATEMENT:
Ordinance No. 796 requires the City Council to appoint seven members comprised of two members of
different City Advisory Committees, one senior citizen representative, and four at-large residents to a Local
Option Tax (LOT) Commission. The members of the LOT Commission shall have the responsibility to
develop annual budgets and make specific recommendations for the use of the local-option non-property
tax revenues derived from the collected taxes. The LOT Commission will annually host at least one public
meeting prior to making its recommendation to the City Council for the budget for the upcoming fiscal year.
The Chairperson of the LOT Commission shall attend the City’s staff level budget meetings in a capacity
equivalent to that of a department head when the annual budget is developed.
The notice of the formation of the Local Option Tax was published in the Star News for 5 weeks. Each
existing committee member was emailed and individual letters were mailed to each participating
accommodator. Letters of interest for serving on the Commission have been received from Henry
McCauley, Sheryl Graham, Louis Blas, Lance Daniels, Rob DeMore, Roger Snodgrass, Stephen Gleason,
and Jim Hinson. Attached are letters of interest submitted by the candidates. The seven individuals are
the only applicants who submitted a letter of interest to the City.
Mr. Snodgrass and Mr. McCauley are the only existing candidates who currently serve on an existing
Committee. Mr. Snodgrass and Mr. Blas are the only candidates who can be considered as the senior
citizen representative. The remaining candidates are eligible for appointment as at large residents.
RECOMMENDED ACTION:
Appoint seven members to the Local Option Tax Commission.
