SUMMARY STATEMENT:
Some Council members have expressed
a desire to provide municipal services to ‘infill’ properties before providing services to newly annexed properties. The primary issue is sewer service, although water service, paving,
parks development and other municipal services could be included.
If it is the Council’s intent to establish a preference for infill projects, several key points must be discussed.
Does infill include only existing, platted lots or does it include new subdivisions or other development within the City limits? Is there a difference between a parcel on the edge of
the city and a parcel within the urbanized area? Can a parcel be annexed by the City with no commitment for the provision of sewer service?
