SUMMARY STATEMENT:
Ray Alford has
submitted a request to use City property to access a 1.16 acre parcel adjacent to the East-West Loop (see attached letter). The 1.16 acre parcel is owned by Northwest Mountain Mission
(Camp Pinewood) and is a remnant created when the East-West Loop. The City-owned parcel is an 80' wide strip of land that was purchased, in part, for the East-West Loop project. It contains
water and sewer lines. A portion of it is being used as right-of-way for the East-West Loop, although the portion that Mr. Alford is requesting permission to use is not being developed.
Mr.
Alford is proposing to provide affordable housing on the 1.16 acre site. There must be guarantees in place that the final project will meet the HUD definition of affordable housing and
will remain affordable housing.
RECOMMENDED ACTION:
Direct staff to negotiate an agreement with Mr. Alford that will allow access to the 1.16 acre parcel upon the condition that
affordable housing is provided.
