SUMMARY STATEMENT:
The Planning & Zoning Commission has
reviewed and approved an application for preliminary and final plat approval for the Timbercrest Downtown Condominiums. The project is a mixed-use building at 1000 2nd Street, adjacent
to the Manchester Ice & Event Centre. The proposed building will contain 6 commercial condominium units containing approximately 4,000 square feet on the ground floor, 6 residential
condominium units on the second and third floors, and thirteen parking spaces underground, accessed from the existing parking structure.
The P&Z recommended several conditions of approval
on the final plat. All conditions precedent have been satisfied: On March 10 the Council approved a Performance Agreement with Chad Olsen, the developer of this project. That Agreement
satisfied the sewer capacity questions. Also discussed with the Council on March 10 were the agreements between the developer and the Sabala Foundation. The agreements are attached.
This final plat should have been presented to the Council at that time.
Attached is a portion of the application, the Commission’s Findings & Conclusions, and draft Findings & Conclusions
for the Council. The application was discussed extensively on March 10. The draft Findings & Conclusions reflect that all conditions precedent have been satisfied.
RECOMMENDED ACTION:
Adopt the draft Findings & Conclusions and approve the Final Plat for SUB–04–18, Timbercrest Downtown Condominiums.
