REGULAR COUNCIL MEETING, APRIL 4, 2022
CALL TO ORDER
Mayor Carrie Tergin called the April 4, 2022 City Council meeting to order at 6:01 P.M.
ROLL CALL
The f ollowing Councilmembers were present for roll-call:
Present: Fitzwater, Hensley, Kemna, Lester, Schreiber, Spencer, Spicer, Vogt,
Ward, and Wiseman
Absent: None
ADOPTION OF THE AGENDA
A motion was made by Councilmember Ward and seconded by Councilmember Spicer
to adopt the agenda. The motion passed unanimously.
MISCELLANEOUS AGENDA ITEMS
a. Fire Chief Matt Schofield and Mayor Tergin recognized Fire Captain Dirk Protzman for
retiring with 25 years of service. Mayor Tergin presented Captain Protzman with a key
to the City.
b. Mayor Tergin presented Kayla Holey, President of Jefferson City Area Board of
Realtors with the “April is Fair Housing Month” proclamation.
c. Kayla Hoey and Donna Porter then introduced the winners of the Jefferson City Area
Board of Realtors “Fair Housing” Poster contest.
ARPA FUNDS DISCUSSION AN D PUBLIC COMMENT
City Administrator Steve Crowell gave a brief presentation on the list of potential
allocations of the City’s ARPA funds. The floor was then opened for public comment.
There was no one to speak on the topic.
Mr. Crowell indicated that he would be adding Councilmember Lester’s request for solar
panels at Fire Station #2. Councilmember Wiseman requested the addition of $150,000
to the Downtown Association for new flower hangers and baskets. The Down town
Association would provide a $150,000 match. Both items will be added to the list for
consideration.
Councilmember Lester also asked City Staff for the budget impact if A RPA funds were
used to make a lump sum payment to LAGERS for Police & Fire for unfunded liability
payout. Mr. Crowell said he would follow up with City Staff and provide the answer to City
Council.
Finance Chair Jon Hensley said the discussion would continue at a future Finance
Committee meeting and/or City Council work session. Chair Hensley reminded everyone

that this APRA funds process is a joint effort by City Council, City Staff, and the citizens
of the City.
PUBLIC HEARINGS
There were no public hearings at this time.
APPOINTMENTS BY THE MAYOR
There were no appointments at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS & INVITED GUESTS
There were no presentations at this time.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
City Council committee announcements:
• Committee on Administration – The next meeting is scheduled for Wednesday,
April 6th, 7:30 A.M. in the Boone-Bancroft Room
• Finance Committee – There was no update at this time.
• Public Safety Committee – The next meeting will be April 28th at 7:30 A.M. in the
Police Training Room.
• Public Works & Planning Committee – Due to scheduling conflicts, the April
meeting will likely be cancelled. Check the City calendar for updates.
Mayor’s announcements:
• Kay Stuefer, Administrative Assistant to the Police Chief retired last Friday. A
reception was held at the Police Department training room where Mayor Pro Temp
Kemna and Public Safety Committee Chair Schreiber presented Ms. Stuefer with a
key to the City. Ms. Stuefer will be invited to an upcoming City Council meeting for
recognition.
• Tomorrow, April 5th is election day. Mayor Tergin reminded everyone of City
Council seats up for election and the waste water bond issue on the ballot.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Stacy Landis, Student Representative, was not in attendance.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
The following spoke on bill 2021-093 related to a supplemental appropriation for Capitol
Avenue demolitions and acquisitions:
1. Dennis Morrissey: Spoke against the bill.
2. Holly Stitt: Owner of Stitt Barony – Spoke in favor of Substitute #1. She requested that
dialogue between City Staff, Councilmembers and the community continue to be open
regarding this issue.

3. Donna Deetz: Chair of Historic Preservation Commission – Spoke in favor of
Substitute #1. She said it was important for information to be shared between City
Councilmembers, City Staff, and the boards and commissions.
4. Steve Veile: 512 E. Capitol Avenue property owner – prefers to see properties,
specifically 401 and 413 E. Capitol Avenue, rehabilitated if possible. Mr. Veile asked if
the windows on the second floor of 401 E. Capitol Avenue can be boarded up to
protect from further weather-related damage. City Staff responded that typically
windows are boarded up on the first floor to prevent people from breaking into the
property, not for weather-related damage. City Staff will look into the possibility of
boarding up the second floor of this property.
CONSENT AGENDA
a. Minutes of City Council Meetings: March 21
b. Renewing Bid 3156 for the Upfitting of Police Vehicles to Turn-Key Mobile in the
Amount Not to Exceed $75,000
c. Declaring Certain City-Owned Personal Property Surplus and Authorizes the
Disposition by Sale through Auction – Public Works Truck and Trailer
d. Awarding Bid BT-12DW for Influent/Effluent Wastewater Testing to Pace Analytical
Services, Inc.
e. Accepting the Edward Byrne Memorial Justice Assistance Grant Non -Drug Task Force
Grant in the Amount of $46,750 for the Purchase of the Automatic License Plate
Detection Software for the Jefferson City Police Department (see RS2021-31)
Councilmember Lester motioned and Councilmember Ward seconded the motion to
approve the above consent agenda items. The motion passed unanimously.

A RESOLUTION AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN
AGREEMENT WITH FLOCK SAFETY, INC. FOR THE ALPR SERVICES
Police Captain Eric Wilde presented the resolution.
Councilmember Schreiber motioned to adopt RS2021-31. Councilmember Spicer
seconded the motion.
The motion passed by the following roll-call vote:

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Holly Stitt, Owner of Stitt Barony said she thought the second-floor windows of 401 E.
Capitol Avenue could be boarded up to prevent intruders. Based on experience with her
properties, she believes people do climb to the second floor and trespass through the
broken-out windows.
COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS

NEW BUSINESS
Councilmember Kemna asked Public Works Director Matt Morasch for an update on the
Grant Street project. Mr. Morasch indicated that the project signs went up earlier today
and expects work to begin very soon.
CLOSED SESSION
Pursuant to Sec. 610.021 of the Revised Statutes of Missouri, Mayor Tergin entertained a
motion to go into Closed Session to discuss the following:
1) Attorney-Client Communications [Sec. 610.021(1)]
2) Real Estate [Sec. 610.021(2)]
A motion was made by Councilmember Wiseman to go into Closed Session for the
above-stated reasons, seconded by Councilmember Spicer and approved by the
following roll-call vote at 7:12 P.M.:

and Wiseman
Nay: None
RECONVENE IN OPEN SESSION
Following the Closed Session, the City Council reconvened in Open Session at 8:50 P.M.

Absent: Spicer

There was no unfinished business at this time.
ADJOURNMENT
A motion to adjourn was made by Councilmember Wiseman, seconded by
Councilmember Schreiber, and approved unanimously at 8:51 P.M.
