McCall Municipal Airport Master Plan Update

This letter, along with the attached scope of work, outlines the terms for ESA Airports to provide consulting
services to the City of McCall relative to the development of an independent cost estimate for a master plan
update at McCall Municipal Airport. The total lump sum cost for the cost estimating services if $2,700. Services
will be initiated immediately upon receipt of a signed copy of this letter indicating agreement with the terms
outlined herein. An invoice will be submitted to the City of McCall upon completion of the services and shall be
paid within 25 days of receipt.
Please indicate your acceptance of the terms outlined herein as well as those outlined in the attached scope of
work by signing below and returning one copy to my attention.

Proposal to Prepare an Independent Cost Estimate
for the Preparation of a Master Plan Update
for McCall Municipal Airport
McCall, Idaho
Project Purpose:
The purpose of this project is to provide the City of McCall with an independent cost estimate of the costs
associated with the preparation of a Master Plan Update for McCall Municipal Airport.
Project Implementation:
Upon receiving a signed copy of the agreement, ESA Airports will review the existing scope of work prepared by
Mead & Hunt for preparing the Master Plan Update. ESA Airports will familiarize ourselves with the details of
the project to allow accurate identification of the level of work associated with the project. In addition, ESA
Airports will set up a conference call with City of McCall staff and Mead & Hunt staff to discuss the project to
ensure that the existing scope of work and the assumptions that Mead & Hunt have used to develop their cost
estimate for preparing the Master Plan Update are fully understood.
To assist ESA Airports in preparing a cost estimate that is easily understood and one that enables the City of
McCall to easily compare with the cost estimate provided by Mead & Hunt, it is requested that Mead & Hunt
provide a cost spreadsheet template that ESA Airports can use.
Upon completion of the conference call, ESA Airports will develop a cost estimate that reflects our understanding
of the level of effort necessary to prepare the Master Plan Update. This cost estimate will include a one -page
summary of the project that outlines the key project specific considerations that we have factored into the
development of our cost estimate and a detailed breakdown of the costs by task and labor category.

ESA Airports provides no warranties or guarantees either expressed or implied for the work described herein. The
result of this independent cost estimate will reflect ESA Airport's professional opinion of the costs associated
with the existing scope of work and the specific details associated with the project.
