HomeMy Public PortalAboutAB 06-113 Comprehensive Plan and CBD Lakefront Development MoratoriumMcCALL CITY COUNCIL AGENDA BILL Number AB 06-113 Meeting Date June 8, 2006 216 East Park Street McCall, ID 83638 AGENDA ITEM INFORMATION SUBJECT: Comprehensive Plan Update and possible Moratorium on lakefront development in the CBD Approvals: Department/ Committee/Individual Initials Remarks (Originator/ support) Mayor / Council City Manager Community Development originator Treasurer Clerk Police Department Public Works Golf Operations Parks & Recreation COST IMPACT: n/a Airport FUNDING SOURCE: n/a Library City Attorney TIMELINE: ASAP Grant Coordinator Other: SUMMARY STATEMENT: At its May 25 meeting the City Council directed staff to prepare a briefing on the proposed update to the McCall Area Comprehensive Plan (July 2000) and the feasibility and desirability of a development moratorium to prohibit applications for Planned Unit Developments in the CBD zone north of Lake Street and west of Third Street per McCall City Code 3.10.08.L until the comprehensive plan update is complete. An overview of the comprehensive plan update process is attached. The City Attorney has determined that an interim moratorium on Planned Unit Developments for properties within the CBD zone, the Shoreline and River Environs Zone, and the Scenic Route Overlay Zone (the area north of Lake Street and west of Third Street) is feasible. Proper notice and a public hearing would be required prior to implementing a moratorium. Staff will make a presentation on the comprehensive plan process and the moratorium process, answer questions from Council, and request guidance on next steps in the process.
