approved by the issuance of another building permit. Permit holder agrees to hold the City of Tybee Island harmless on any construction
covered by this permit.
This permit must be posted in a conspicuous location in the front of building and protected from the weather. If this permit is not posted
work will be stopped. The building contractor will replace curb paving and gutter broken during construction. This permit will be voided
unless work has begun within six months of the date of issuance.

Violation: Failure to obtain permit prior to work. Article 9 Section 9-030 LDC
Narrative: I received a complaint of some work at the location above. Upon arrival I noticed that
there had been work started on the structure and that something had been buried in the ground
close to dune field.
Short time later Mr. Myer arrived and I spoke with him about what was being done. He explained
that there were some structural problems with the existing structure and he was having engineer
look at the problems and going to do the work needed to correct. I asked what type of work or what
had been placed in the front area and he said he constructed drainage sump pump. I asked if he had
obtained any type of permit for any of the work he was doing and he replied NO. I informed Mr.
Myers that permit(s) and information needed before any work took place and he seamed to be
surprised by that, being he was only repairing, replacing or correcting problems. I asked Mr. Myers if
he had a Bus/Lic and he replied his License was with Chatham County. I asked if he had a copy of
that license with him and replied NO. I instructed Mr. Myers not to do any further work (other than to
secure the site) until he applied for the proper permits needed along with plans of what type of work
was to be done and brought proof of current Bus/Lic. I also informed Mr. Myer that the work that
was done in area close to dune area could result in additional action from the Department of Natural
Resources DNR and I would be contacting the State also. Mr. Myer was cited for failure to obtain
permit before starting work.

As requested, we have performed a visual non-destructive review of readily accessible areas at
the above referenced location. The purpose of this review was to make a general observation of
several conditions at the second floor framing and pier system as viewed from the exterior. The
conditions were brought to our attention during this review by Mr. Cecil Meyers who is
performing the construction activities currently at the home.
The following conditions were discussed:
1. At the north side of the house at the first elevated floor level,cracks were observed in the
two cantilevered concrete beams. The cause of the cracks appears to be spalling caused
by expansion of the reinforcing steel which may be rusting.It is our recommendation that
2 CMU piers be installed to support the cantilever beams. The piers should be supported
by the existing footing which according to Mr.Meyers are large enough for the new piers
to be attached. Attached is sketch SK-1 which details how these 2 piers should be
constructed. SK-3 and SK-4 show the locations.
2. On the east side,there are 2 steel beams which have been set in the past but the work
appears to be incomplete. These beams should be raised up in order to support the
cantilevered edge of the existing floor slab which appears to be over stressed. Sketch SK-
2 indicates how this detail should be constructed. SK-5 shows the locations. This
support should occur at each end of the 2 beams on the existing CMU piers.
3. On the center existing CMU pier on the east side,the pier is not grouted. The pier should
be cleaned out and grouted. Refer to sketch SK-6.
