REGULAR MEETING
FEBRUARY 3, 2009
The City Council of the City of Lynwood met in a regular meeting in the Council
Chambers, 11330 Bullis Road on the above date at 5:15 p.m.
Mayor Santillan presiding. Council Members Castro, Flores, Morton, Rodriguez, and
~., Santillan were present.
, Also present were City Manager Haley, City Attorney Galante, City Clerk Quinonez and
City Treasurer Alatorre.
City Clerk Quinonez announced that the Agenda had been duly posted in accordance
with the Brown Act.

Alex Landeros commented on item #18 - REVIEW OF BOARDS AND COMMISSION
MEMBERS. He made recommendations on the selection of commissioners to the city
commissions and the number of commissioners on the Planning Commission.
Irene Garcia commented on item #12 - CONSULTING ENGINEERING PROJECT
MANAGEMENT SERVICES SELECTION OF CONSULTING FIRMS AND CONTRACT
AWARD. She stated that no change orders should be made to the agreement between
the consulting firms and the city. She stated that the consultants have done this work
before and should know what the costs will be.
Irene Garcia commented on item #13 - APPROVAL OF CONTRACT SERVICES
AGREEMENT WITH KANE, BALLMER & BERKMAN. She asked why Fred Galante, the
City Attorney could not provide these services for the city.
PUBLIC ORAL COMMUNICATIONS
Lorene Reed commented on item #18 - REVIEW OF BOARDS AND COMMISSION
MEMBERS. She made comments about city commissions meeting quarterly instead of
~ monthly. Suggested that that the Senior Advisory Council be made an executive board
i and include seven to eight members.
Lucio Villegas commented about problems he is having with his neighbor due to the
neighbor's pitbulls.
Alex Landeros congratulated City Clerk for the outstanding work she is doing.
James Chatman commented on code enforcement issues with business owners in the
city. Suggested that city council meet with the business owners.
Rosaura Carrillo made comments about her sister's property and about the city's
requirements to obtain permits and city fees to improve residential properties.
COUNCIL ORALS
Mayor Pro Tem Castro commented on the following: business roundtable meetings, the
open house being hosted on February 5'h by Development Services, code enforcement
issues, banners outside of businesses, and the quality of life in Lynwood. She
apologized for not attending the Sheriff's event. ,~-~

Council Member Rodriguez commented on the following: Sheriff's enforcement at city ~
parks, the Sheriff's event, banners outside of businesses, the downfall of businesses
due to the economic situation, and parking issues for businesses.
Council Member Morton commented on the Sheriff's event and on the new lieutenant
assigned to Lynwood.
Council Member Flores commented on the following: current economic situation
affecting everyone, and on code enforcement issues. He thanked the public for coming
to the meeting, reminded public that council is here to serve them, congratulated staff
for the Mydoc Spot Award, and congratulated the Sheriff for bringing down crime rate in
Lynwood.
Mayor Santillan commented on the following: code enforcement violations, permits for
banners, crime rate in Lynwood, and economic situation.

Item #8 PROPERTY NUISANCE ABATEMENT - 12140 CORNISH AVENUE
It was moved by Mayor Pro Tem Castro, seconded by Council Member Morton to open ~
the public hearing. ~
City Manager Haley, introduced the item regarding property nuisance abatement at
12140 Cornish Avenue.
It was moved by Council Member Morton, seconded by Mayor Pro Tem Castro, to close
the public hearing.
After discussion from Council Members, it was moved by Council Member Rodriguez,
seconded by Council Member Flores, to adopt the resolution.
RESOLUTION NO. 2009.017 ENTITLED:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
DETERMINING THAT A NUISANCE IS BEING MAINTAINED ON CERTAIN REAL
PROPERTY, COMMONLY KNOWN AS 12140 CORNISH AVENUE, AND IDENTIFIED
AS TAX ASSESSOR'S BOOK NO. 6174, PAGE 023, PARCEL NO. 028 IN THE CITY
OF LYNWOOD AND DIRECTING THE ABATEMENT THEREOF.

the public hearing.

5165 Los Flores.
It was moved by Council Member Flores, seconded by Mayor Santillan, to close the

Item #12 Mayor Santillan pulled item #12 - CONSULTING ENGINEERING
PROJECT MANAGEMENT SERVICES SELECTION OF CONSULTING
FIRMS AND CONTRACT AWARD
Dan Ojeda, Director of Public Works introduced and discussed item #12 Consulting
Engineering Project Management services selection of consulting firms and contract
award.
After discussion it was moved by Mayor Santillan, and seconded by Mayor Pro Tem
Castro to approve the resolution with the following amendment:
Solicit the services of the top two firms:
• AAE Incorporated
• Onward Engineering
Council Member Flores also asked that no change orders made to the agreement
between the consulting firms and the city.
RESOLUTION NO. 2009.022 ENTITLED:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING
THE ON-CALL SERVICE LIST OF QUALIFIED ENGINEERING CONSULTING FIRMS
FOR PROJECT AND CONSTRUCTION MANAGEMENT/INSPECTION SERVICES
FOR VARIOUS CAPITAL IMPROVEMENT PROJECTS FOR A PERIOD OF THREE
YEARS; AND AUTHORIZING THE MAYOR TO EXECUTE A SERVICE CONTRACT
ON AN AS-NEEDED BASIS WITH THESE FIRMS.

Fred Galante, City Attorney, introduced and discussed item #15 Request for court
ordered payment authorization to Stumwasser and Woocher, LLP, for attorneys fees in
L. A. County Case No. BS 109686 - Castro et al. vs. City of Lynwood et al.
After discussion it was moved by Mayor Santillan, seconded by Council Member Flores
to authorize payment for court ordered attorneys' fees in the amount of $212,432.83,
directly to Strumwasser and Woocher, LLP.

After discussion by Council Members, Mayor Pro Tem Castro made a motion, seconded
by Member Morton to combine and adopt the resolutions of item #2 of the Lynwood
Redevelopment Agency agenda and item #17 of the Lynwood City Council agenda.
